The Constitutional and Nomination Committee of Manchester Council met on Wednesday 15 July 2026. The meeting's agenda included consideration of urgent business, appeals, and declarations of interest. A significant portion of the meeting was scheduled to focus on appointments and changes to council committees and outside bodies, as well as reviewing appointments to combined authorities and joint committees.
Appointments and Changes to Council Committees and Outside Bodies
The committee was scheduled to consider proposed changes to the membership of various council committees and outside bodies. This included additions and removals of councillors to committees such as the Employee Appeals Committee, and the Children and Young People Scrutiny Committee. Additionally, changes were to be considered for the Fostering Panel, Adoption Panel, and the Manchester Port Health Authority.
The report pack indicated that co-opted members were to be appointed to the Children and Young People Scrutiny Committee. These appointments were proposed for a period of two years, concluding on 14 July 2028. The committee was asked to recommend that the Council agree these amendments to committee memberships.
Appointments to Combined Authorities, Joint Authorities, Joint Committees and Boards
The committee was also scheduled to review current appointments and make recommendations for new appointments to the Combined Authority, joint authorities, and joint committees. This included appointments to bodies such as the GM Combined Authority, GM Waste & Recycling Committee, GMCA Audit Committee, Bee Network Committee, and the GM Work and Skills Forum.
Recommendations were to be made for appointments to the Integrated Care Partnership, Transport for the North & Rail North Committee, TfN Audit & Governance Committee, Transport for the North – Scrutiny Committee, TfN General Purposes Committee, and the GMCA Overview & Scrutiny Committee. The report pack also detailed proposed appointments to the Air Quality Administration Committee, Clean Air Scrutiny Committee, GM Homelessness Programme Board, GM Children's Board, Green City Region Board, AGMA Executive Board, and the Statutory Functions Committee.
Further appointments were scheduled for consideration regarding the Police & Crime Steering Group, Police, Crime & Fire Panel, GM Health Scrutiny Committee, Regional Flood & Coastal Committee, Housing First, Planning, Infrastructure Commission, GM Pensions Fund Management Panel, Halle, and the People's History Museum.
In addition to Greater Manchester Combined Authority (GMCA) related bodies, the committee was to consider appointments to non-GMCA joint committees and bodies. These included the Adoption Panel, Fostering Panel, Manchester Airport Consultative Committee, Manchester Port Health Authority, North West Employers, Schools Forum, and the Parking and Traffic Regulation Outside London (PATROL) Committee.
The report indicated that the committee would recommend the appointment of all Labour Group nominations to serve on these bodies for the 2026/27 Municipal Year. For bodies where more nominations were received than seats available, no further recommendations were to be made by the committee.
Previous Minutes and Constitution
The committee was scheduled to approve the minutes of its previous meeting held on 20 May 2026. This previous meeting had considered proposed changes to the Council's Constitution and made recommendations for the establishment of an Investigating and Disciplinary Committee and a Disciplinary Appeals Committee. The report pack also indicated that the committee had previously recommended appointments to various scrutiny and non-executive committees, as well as the appointment of chairs and deputy chairs for the 2026/27 Municipal Year.
