The application, which sought to operate as a fast-food takeaway, had attracted objections from the Licensing and Out of Hours Compliance team. The grounds for objection included concerns about potential noise and disturbance from customers and delivery drivers, increased risk of anti-social behaviour, and inadequate management of a previous promotional event. The applicant had proposed a reduction in late-night refreshment hours and additional conditions to address these concerns.

Application for a Premises Licence Variation - Presbar Foundry (Diecast)

The panel was also scheduled to discuss an application to vary the premises licence for Presbar Foundry (Diecast), located at 51-53 Ducie Street, Manchester, M1 2JQ. This application proposed amendments to the internal layout of the premises, including new bars, event space alterations, and changes to fire exits and entry points. The variation did not seek to alter the licensable activities or hours. However, the application had attracted numerous objections from responsible authorities and local residents. Concerns raised included ongoing noise disturbance from amplified music and customer dispersal, anti-social behaviour, public safety risks, and a perceived deviation from the venue's original community and creative ethos. The Licensing and Out of Hours Compliance team recommended approving the variation with additional conditions, while residents urged refusal or significant redesign.

Temporary Event Notice - The Rat & Pigeon

Finally, the panel was set to consider a temporary event notice (TEN) for The Rat & Pigeon, at 33 Back Piccadilly, Manchester, M1 1HP. The TEN proposed a free-entry fringe event for Psych-Fest, including an outdoor bar and BBQ on Little Lever Street, with live music within the venue. Objections were raised by Greater Manchester Police and the Licensing and Out of Hours Compliance team. Their concerns centred on the potential for increased noise, anti-social behaviour, street drinking, and overcrowding due to the outdoor element of the event, particularly given the proximity to Piccadilly Gardens and existing issues in the area. They also highlighted recent breaches of licence conditions by the premises.
