The Licensing Sub-Committee E of Hackney Council met on Tuesday 14 July 2026 to review two premises licences and consider temporary event notices. The committee decided to modify the conditions on the premises licences for Boxpark and Sevente, addressing concerns about public nuisance. No temporary event notices were discussed as there were none to consider.

Review of a Premises Licence - Boxpark, Bethnal Green Road

The committee reviewed the premises licence for the four decking areas on the first floor of Boxpark, located at 2-10 Bethnal Green Road, London E1 6GY. The review was initiated due to concerns about public nuisance, with local residents and the Shoreditch Community Association submitting representations.

Residents reported significant noise disturbance from loud music and bass, which they stated had worsened since 2023, impacting their health. They also raised concerns about late-night operations and the premises operating as an open air club in a residential area. The Shoreditch Community Association highlighted that the premises had operated 20 events every weekend since January 2026, exceeding licensing policy hours and causing distress.

The Premises Licence Holder argued that a noise limiter had been in place since 2023, set in agreement with local residents, and that there had been no breach of the licence. They also stated that neighbouring local authorities had not reported noise nuisance. While the committee sympathised with the applicant's concerns about noise, they were not satisfied that the noise levels came only from this one premise and felt there was insufficient evidence to demonstrate an ongoing public nuisance directly attributable to Boxpark.

As a result, the committee decided to modify the conditions on the premises licence. The Premises Licence Holder is now required to organise and publicise a meeting for local residents every three months to discuss the premises' operation. They must also maintain a dedicated telephone number and email address for contact, which will be displayed on the premises' website and at the venue.

Review of a Premises Licence - Sevente, Hackney Road

The committee also reviewed the premises licence for Sevente, located at 283 Hackney Road, London E2 7JQ. This review was brought by the Environmental Protection Service due to ongoing noise complaints.

Environmental Protection had received 56 official noise complaints between March 2023 and March 2026. Despite engagement and advice on mitigation measures, statutory noise nuisance had not been curtailed. The council had witnessed several breaches of a noise abatement notice served on the Premises Licence Holder, Emilio Roberto Calcioli, and Mr Calcioli had been prosecuted and fined £2,500 for two breaches of this notice. The Environmental Protection Service stated they had lost confidence in Mr Calcioli's ability to uphold the licensing objective of preventing public nuisance. They recommended the revocation of the premises licence due to continued breaches and failure to uphold licence conditions regarding sound limiters.

However, five local residents submitted representations against the review application, expressing support for Sevente. They described the venue as a valuable community asset, providing a safe space for remote working, meetings, and community events. They stated they had never experienced noise issues or negative impacts from the establishment and that it contributed positively to the local area's vibrancy and sense of community.

After considering the evidence, the Licensing Sub-Committee decided to modify the conditions on the premises licence rather than revoke it. The modifications include requiring staff to manage the outside area and dispersal from the premises. The Premises Licence Holder must also organise and publicise a meeting for local residents every six months to discuss the premises' operation. Additionally, a dedicated telephone number and email address must be maintained and made available at all times, with these contact details displayed on the premises' website and at the venue. A log to monitor noise from the nearest residential property must also be kept. The committee felt that revocation was not appropriate or proportionate, noting that the Premises Licence Holder had taken proportionate steps to address problems, including acoustic treatment.
