Summary
Open Council Network is an independent organisation. We report on Camden and are not the council. About us
The Constitution Committee of Camden Council met on Monday 20 April 2026 to discuss and review the council's governing document. The meeting's agenda focused on the proposed revisions and updates to the Constitution, ensuring it remains a clear, transparent, and accountable framework for the council's operations.
The Council's Constitution
The primary focus of the meeting was the review and potential adoption of the revised Constitution of the London Borough of Camden. This document, originally adopted in June 2001 and subject to subsequent amendments, outlines the fundamental principles, articles, procedure rules, codes, and schemes that govern how the council operates. The Constitution is designed to ensure clear decision-making, transparency, representation, stewardship, and integrity in all council activities. It details the roles and responsibilities of councillors, the Mayor, the Cabinet, scrutiny committees, and officers, as well as citizens' rights and responsibilities. The report pack provided a comprehensive overview of the entire Constitution, including its various parts, articles, and appendices, which were scheduled for discussion.
The agenda documents indicate that the meeting was intended to cover the entirety of the council's Constitution, from its foundational principles and articles to its detailed procedure rules, codes of conduct, and management structures. This included a review of:
- Part 1: Summary and Explanation - This section provides an overview of the Constitution's purpose and key principles.
- Part 2: Articles - These articles detail the framework of the council's governance, including the roles of the Council itself, the Mayor, the Cabinet, Scrutiny Committees, and various other committees and boards such as the Health and Wellbeing Board and the Pension Board.
- Part 3: Responsibility for Functions - This part outlines which specific functions are the responsibility of the full Council, the Cabinet, individual Cabinet Members, officers, and joint arrangements. It details the extensive delegation schemes in place.
- Part 4: Procedure Rules and Standing Orders - This comprehensive section covers the detailed rules for conducting council business, including Council Procedure Rules, Cabinet Procedure Rules, Scrutiny Procedure Rules, Committee Procedure Rules, Access to Information Procedure Rules, Budget and Policy Framework Procedure Rules, Financial Standing Orders, Contract Standing Orders, and Officer Employment Procedure Rules.
- Part 5: Codes and Protocols - This includes important guidance such as the Protocol for Key Decisions, Planning and Licensing Protocols, the Camden Code of Conduct for Councillors, the Code of Conduct for Officers, and the Petition Scheme.
- Part 6: Members' Allowance Scheme - This outlines the scheme for the payment of allowances to councillors.
- Part 7: Management Structure - This section details the council's top-level management structure.
The report pack also included an Action Tracker,
suggesting that the meeting may have reviewed progress on previous decisions or actions related to the Constitution's implementation and review. The primary purpose of the meeting was to ensure the Constitution accurately reflects current legal requirements and best practices in local government governance.
