The Place Overview & Scrutiny Committee of Oxfordshire County Council met on Tuesday 12 May 2026. The meeting's agenda included the election of a Chair and Deputy Chair for the upcoming council year, alongside standard procedural items.
Election of Chair and Deputy Chair
The committee was scheduled to elect its Chair and Deputy Chair for the 2026/27 council year. These roles are crucial for leading the committee's proceedings and ensuring its work programme is effectively managed. The committee's remit includes scrutinising areas such as climate change, transport, highways, planning, and place-based services, as well as regulatory services, fire and rescue, community safety, and libraries. It also serves as the Council's 'Crime and Disorder Committee'.
Declarations of Interest
A standard agenda item concerning councillors declaring interests was also scheduled. This process ensures that any potential conflicts of interest, whether pecuniary or otherwise, are disclosed. Councillors are required to declare any disclosable pecuniary interests, which relate to employment, sponsorship, contracts, land, licenses, corporate tenancies, and securities. This also extends to the interests of a councillor's spouse, civil partner, or those they live with as such. The process also covers other registrable interests, such as unpaid directorships or membership in bodies exercising public functions, those directed to charitable purposes, or those influencing public opinion or policy. Non-registrable interests, which may affect a councillor's financial interest or wellbeing, or that of a relative or close associate, are also subject to declaration. The aim is to uphold the Members' Code of Conduct, ensuring that councillors serve the public interest and avoid situations where their honesty and integrity might be questioned.
