The postholder would be accountable for a gross council-wide budget responsibility of £1.026 billion, including schools funding, and a net council-wide budget of approximately £350 million. They would also oversee a capital programme of £733 million over 10 years and manage a pension fund exceeding £1 billion. The role includes direct line management of senior management teams responsible for significant resources and operational service delivery.
The report also included guidance on the Monitoring Officer's advice regarding bias and pre-determination, reminding members that while predisposition is lawful, a closed mind
or bias can make a decision unlawful.
