The Council of Redbridge convened for its Annual Meeting on Wednesday, 20 May 2026. The agenda included the election of the Mayor and the appointment of the Leader of the Council, alongside discussions on the council's committee structure and the allocation of executive functions.
Election of Mayor and Vote of Thanks
The meeting was scheduled to begin with the election of the Mayor for the municipal year 2026/27. Following this, a vote of thanks was to be extended to the retiring Mayor, Councillor Beverley Brewer, and her consort, David Lee, for their service during the 2025/2026 municipal year. Similarly, a vote of thanks was to be given to the retiring Deputy Mayor, Joe Hehir, and Deputy Mayoress, Louise Hehir.
Appointment of Council Leader and Executive Functions
A significant item on the agenda was the appointment of the Leader of the Council for the years 2026 to 2030. This was to be followed by the Leader's annual address and a report detailing the determination and allocation of executive functions to members of the cabinet. The report outlined the Cabinet Member portfolios, which were presented for the Council to note. These portfolios define the specific responsibilities of each Cabinet Member, such as Councillor Lloyd Jacob Duddridge (Cabinet Member for Children, Young People and Education) and Councillor Sahdia E Warraich (Cabinet Member for Planning and Economic Growth).
Calendar of Meetings and Committee Appointments
The Council was also scheduled to agree the calendar of meetings for the forthcoming municipal year, from May 2026 to May 2027. This calendar details all scheduled meetings of the Council, Cabinet, Committees, and their subsidiary bodies. Additionally, the meeting was to consider the establishment of and appointments to various committees and other bodies. This included reviewing and determining the representation of different political groups on these committees, reflecting the outcome of the Local Elections held on 7 May 2026. A key proposal was the removal of the Strategy and Resources Policy Development Committee and the renaming of other policy development committees to better align with their intended scope. The report also detailed the proposed allocation of seats on committees, including the Planning Committee, Governance and Assurance Committee, and various scrutiny committees, to ensure political balance as required by the Local Government and Housing Act 1989.
Representatives to Outside Bodies
The Council was also to receive a report on the appointment of representatives to statutory and non-statutory outside bodies for the 2026/27 period. These appointments are made to support external organisations and enable councillors to fulfil their community leadership duties.
Members' Attendance Record
Finally, the meeting was to receive the record of members' attendance for the municipal year 2025/26, detailing their presence at Council, Cabinet, and Committee meetings.
