The Alcohol & Gambling Licensing Sub-Committee of West Northamptonshire Council met on Tuesday 05 May 2026 to consider a review of a premises licence. The primary focus of the meeting was an application by Northamptonshire Police for a review of the licence held by Nasz Sklep.

Premises Licence Review: Nasz Sklep

The sub-committee was scheduled to consider an application for a review of the premises licence for Nasz Sklep, located at 10 Alexandra Terrace, Northampton, NN2 7SJ. The review application was submitted by Northamptonshire Police on the grounds of failure to promote the licensing objective of the prevention of crime and disorder.

The report pack detailed an inspection conducted by West Northamptonshire Trading Standards and investigators. During this inspection, a test purchase was made, and a staff member was asked for cigarettes. Subsequently, a search of the premises and associated vehicles revealed a significant quantity of illegal tobacco products. These included:

• 1215 packets of illegal cigarettes, with an estimated legitimate sale value of £19,440.
• 102 packets of 50g hand-rolling tobacco, with an estimated legitimate sale value of £3,876.

The report indicated that these products were not legal for sale in the UK as they did not comply with the Tobacco and Related Products Regulations 2016 and the Standardised Packaging of Tobacco Products Regulations 2015. They were also foreign-labelled and suspected to be non-duty paid.

The current premises licence holder and designated premises supervisor is Miss Grazyna Zaneta Redzimska. The premises is licensed for the sale of alcohol for consumption off the premises between 08:00 and 23:00, Monday to Sunday.

The report noted that during the 28-day period for representations following the notice of review, no relevant representations were received from responsible authorities or other interested parties.

The sub-committee was presented with several options for action, as outlined in section 5 of the report pack. These included modifying the conditions of the licence, excluding a licensable activity, removing the designated premises supervisor, suspending the premises licence for up to three months, or revoking the licence entirely.

The report also detailed the legal implications of the review, referencing the Licensing Act 2003 and statutory guidance. It emphasised that any decision must be evidence-based, proportionate, and aimed at promoting the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.

The report pack included statements from investigators Richard John Durham, Steven Michael Hay, and Christopher Roy Mayo, detailing their findings during the inspections. It also contained a witness statement from Police Constable Leanne Laren, and further statements from investigators Steven Michael Hay, Christopher Roy Mayo, and Darran Abraham relating to subsequent visits and seizures. A statement from Investigator Clive Jones was also included, detailing observations made prior to an enforcement visit.

The agenda also listed an item regarding the exclusion of the press and public from the meeting for specific items of business, should the members decide it was necessary to disclose exempt information.
