The Performance & Corporate Services Overview & Scrutiny Committee of Oxfordshire Council met on Tuesday 12 May 2026. The meeting's agenda included the election of a Chair and Deputy Chair for the upcoming council year, and a review of council performance and financial reporting.

Declarations of Interest
Members were reminded of their general duty to declare any disclosable pecuniary interests, other registrable interests, and non-registrable interests. The report pack outlined the definitions of these interests and the procedures for declaring them, including when a member must withdraw from discussions and voting. A disclosable pecuniary interest relates to employment, sponsorship, contracts, land, licenses, corporate tenancies, and securities, and can also extend to those of a spouse or civil partner. Other registrable interests include unpaid directorships and membership in certain public, charitable, or policy-influencing bodies. Non-registrable interests encompass financial or wellbeing matters that affect a member, their relatives, or close associates, and require a declaration if they impact the public interest more broadly than the general public in the affected ward.
The committee's responsibilities, as outlined in the Public reports pack, include reviewing and scrutinising the performance of the Council, focusing on corporate and directorate performance, financial reporting, and budget scrutiny. The committee also monitors performance through key performance indicators and action plans, and has the power to call in Cabinet decisions for reconsideration. The Oxfordshire County Council provides services to approximately 763,200 residents and manages an annual budget of £1.2 billion. The committee's work is intended to provide challenge to the Cabinet, examine performance, influence policy development, and represent the community.
