The Licensing and Appeals Sub Committee Hearing Panel of Manchester Council was scheduled to consider an application for the variation of a sex establishment licence. The meeting's agenda also included provisions for urgent business and appeals.
Application for Variation of Sex Establishment Licence - Long Legs
The panel was scheduled to consider an application for the variation of a sex establishment licence for Long Legs
at 46-46A George Street, Manchester, M1 4HF. The report pack indicated that the proposed variation included confirming the existing public area and boundary of the premises across the upper and lower ground floors. It also proposed authorising a variation to a small section of the physical layout of the upper ground floor, specifically to replace existing male WC provision and access area with space for additional public seating and an access area. A key aspect of this variation was the inclusion of a condition that the amended layout would only take effect upon written notification from the licence holder to the Licensing Authority and Greater Manchester Police. This would allow the premises to continue operating under its current layout until the proposed works were completed.
The report pack detailed that there would be no extension of the overall public space, no changes to the lower ground floor layout, and no alterations to the existing licence hours. All existing conditions were to remain in place, unless expressly excluded or varied by the committee. The report also outlined the mandatory and discretionary grounds for refusing a licence under the Local Government (Miscellaneous Provisions) Act 1982, and noted that no objections had been received in respect of this particular application. The panel was recommended to determine the application.
The report pack also included information on how the application aligned with Manchester City Council's strategic aims, including Our People,
Our Neighbourhoods,
and Our City,
by ensuring responsible operation, maintaining local character, and balancing economic growth with social responsibility.
The meeting's agenda also included standard procedural items such as considering urgent business and any appeals from the public against the refusal to allow inspection of background documents or the inclusion of items in the confidential part of the agenda. Members were also scheduled to declare any personal, prejudicial, or disclosable pecuniary interests.
