The Licensing Sub-Committee (6) met on Thursday 4 April 2024 to discuss three licensing applications. The committee approved the variation of designation for street trading Pitch 917 Melcombe Street and the rescission of designation for Pitch 1651 Whitehall. The application for a new premises licence for Fatayer Altayer at 198 Edgware Road was granted under delegated authority.
Pitch 917 Melcombe Street
The committee approved the variation of the designating resolution for street trading Pitch 917 on Melcombe Street. The original designation was Melcombe Street carriageway, South side in line with Baker Street building line
. The new designation will be Melcombe Street carriageway, south side in marked layby just before 1 Melcombe Street
facing onto the Melcombe Street footway. This change is to accommodate pedestrian facilities following the Baker Street Two Way works, as the existing pitch obstructed a pedestrian crossing. The West End Street Trading Association, on behalf of the licence holder, and Highways Planning submitted representations in support of the application. No objections were received. A condition was added that the part of standard condition 18 relating to pitch limits marked on the ground will not apply until the Licensing Service amends the pitch markings.
Pitch 1651 Whitehall
The committee approved the rescission of the designating resolution for street trading Pitch 1651 at Whitehall. The original designation was Whitehall, footway, 6' North of lamp standard No. 15201
. This pitch has not been licensed since at least 2019 and has not been used since the installation of hostile vehicle mitigation bollards on Whitehall. The licensee has also passed away, and no application for succession has been received. The West End Traders Association, Community Safety, and the Metropolitan Police all submitted representations in support of the rescission. No objections were received.
Fatayer Altayer, 198 Edgware Road, London, W2 2DS
The application for a new premises licence for Fatayer Altayer at 198 Edgware Road was granted under delegated authority. The application was for a cafe/restaurant specialising in Syrian baked pastries and bread, and shawarma, with seating for approximately 28 people. The applicant initially sought late night refreshment hours from 23:00 to 04:00 daily. However, following mediation, the terminal hour was reduced to 01:00. Representations opposing the original hours were received from the Metropolitan Police Service, Environmental Health Service, and local councillors, citing concerns about public nuisance, crime and disorder, and public safety, particularly within the Edgware Road Special Consideration Zone. The applicant agreed to conditions including the presence of an SIA security badge holder on site and no alcohol being served or consumed on the premises.
