The Planning Sub-Committee of Croydon Council met on Thursday, 25 January 2024, to discuss two planning applications. The committee resolved to grant planning permission for a new block of flats at Stoneham House, subject to further reserved matters being brought back to the committee. They also granted planning permission for a change of use to a House in Multiple Occupation at 179 The Glade.
Stoneham House, 17 Scarbrook Road, Croydon, CR0 1SQ
The committee considered an outline planning application for a part 3/part 4 storey block of up to four flats at Stoneham House. The application sought approval for the scale of the development, with reserved matters concerning access, appearance, landscaping, and layout to be considered at a later stage.
During the discussion, concerns were raised about the feasibility of the proposed layout and scale on the site, with some members noting that many of the proposed flats might not meet space standards. There were also worries about the potential impact on residents' privacy due to overlooking neighbouring buildings. The site was deemed by some to be unsuitable for the proposed scale of development.
Despite these concerns, Councillor Ian Parker proposed granting the application, seconded by Councillor Lara Fish. The motion to grant permission was carried by three votes to three, with the Chair using their casting vote in favour. The decision was made subject to the condition that all reserved matters would be brought back to the Sub-Committee for consideration at a later date.

The committee also considered a part retrospective and part prospective planning application for the change of use from a single residential dwellinghouse (Use Class C3) to a House in Multiple Occupation (Use Class C4) at 179 The Glade. The proposal involved creating five bedrooms across two floors, with each bedroom having its own shower room, and access to communal kitchen, utility, and living areas.
Officers explained that the property was not currently a licensed House in Multiple Occupation (HMO) as it did not meet the required standards. The council's guidance on refuse management would be applied to ensure compliance.
During deliberations, members noted that the reasons for refusal in a previous application had been addressed. The proposed development was considered policy compliant, and it was felt that the HMO would not disrupt the street scene. The HMO licence was seen as a mechanism to ensure the scheme adhered to necessary regulations, and the provision of bicycle storage was welcomed.
Councillor Lara Fish proposed granting the application, seconded by Councillor Humayun Kabir. The motion to grant permission was carried by six votes to none.
