The Environment Forum of Enfield Council met on Wednesday 10 January 2024 to discuss a range of environmental issues, including waste management, recycling, fly-tipping, cycling infrastructure, and food production. Key discussions focused on the council's recycling performance, efforts to combat fly-tipping, and the progress of the Journeys and Places programme for active travel.
Fly Tipping, Recycling, and Waste Management
The forum received an update on the council's recycling performance and efforts to tackle fly-tipping. It was noted that Enfield's projected household recycling rate for 2022/23 is 34.2%, an increase of 3.3% from the previous year, and is expected to be the highest among the seven North London Waste Authority boroughs. This contrasts with a projected decrease in recycling rates for most other London boroughs. The council has also seen a significant increase in the number of Fixed Penalty Notices (FPNs) issued for fly-tipping and littering, with plans to increase these fines in January 2024. The introduction of a new Reuse and Recycling Centre at the Edmonton EcoPark is nearing completion. The council has also refreshed its website to provide residents with clearer information on waste and recycling services.
Cycling/ Journeys and Places
An overview of the Journeys and Places programme was presented, detailing engagement and consultation activities undertaken in 2023 to improve walking and cycling infrastructure. Several projects were discussed, including the Enfield Town to Ponders End Station Walking and Cycling Route, the New River to Brick Lane Walking and Cycling Route, and public space improvements at Maidstone Road. Some projects, such as the Great Cambridge Junction to Bridport Road route, have been paused due to funding. The forum also heard about the expansion of cycle training programmes, the All Ability Cycling Hub, and the Dr Bike repair service, which collectively saw over 1500 bikes repaired. Additionally, seven School Streets were delivered in 2023, creating pedestrian and cycling zones outside schools.
Food Production and Allotments
An update was provided on food production and allotments within the borough. There are 36 allotment sites, with 30 managed by the Parks Business Unit, boasting a 97% occupancy rate and a significant waiting list. The council is exploring future food growing options, with a task group being formed to create terms of reference for introducing more local food growing initiatives. A pilot project at Albany Park will see London Kitchen create a kitchen garden, with food grown to be used in the hub's menu. The forum also noted that excess food from allotments is often offered to the community and food banks. Discussions also touched upon involving schools in food growing programmes and exploring opportunities for growing on council estates.
