The Licensing Panel of Hounslow Council met on Monday 20 July 2026 to consider an application for a Premises Licence for Food Street Market. The panel granted the application, subject to modifications and conditions, to promote the licensing objectives.

Food Street Market Premises Licence Application

The Licensing Panel granted the application for a Premises Licence for Food Street Market, located at 167-211 Chiswick High Road, Chiswick¹. The application, submitted by Street Food Ventures (Company number 09464183), sought to allow live and recorded music, performance of dance, and similar descriptions of entertainment, along with specified opening hours, on Sundays between 11:00 and 16:00.

The panel carefully considered written and oral representations from various parties, including the applicant, Councillor Joanna Biddolph (Ward Councillor for Chiswick Gunnersbury), and another resident. Objections raised by Councillor Biddolph and the other resident primarily concerned potential noise nuisance, the enforceability of proposed measures, and the impact of low frequencies and bass notes. They argued that subjective terms like considerate sound levels were not measurable and that residents should not be responsible for policing licence conditions. Concerns were also raised about the positioning of speakers and the need for objective limits on noise.

Richard Johnson, a Director of Street Food Ventures, explained that entertainment at the market was secondary to its primary function as a food market and had historically been provided under Temporary Event Notices without noise complaints. He detailed measures already in place for sound monitoring, speaker positioning, and management presence. Mr Johnson apologised for any past instances where complaints may not have been adequately addressed and assured the panel that the application sought to formalise existing, responsible operational practices.

The panel resolved to grant the application with modifications and a set of 23 conditions. These conditions included restrictions on entertainment times to the fourth Sunday of each month between 11:00 and 16:00, the presence of a designated event manager, the use of high-visibility clothing for staff, the maintenance of an incident log, and specific restrictions on sound equipment, including a prohibition on subwoofers and bass bins. Speakers were to be positioned to minimise noise breakout, and sound levels were to be monitored with checks at the site perimeter. The conditions also stipulated that entertainment would be under the direct control of the licence holder or market manager, and that no individual stallholder would provide amplified music without prior written authorisation. The licence was also limited to the applicant, preventing stallholders from providing amplified music.

The panel noted that the application did not propose significant changes to existing operations. They encouraged the applicant to share details of performances with local businesses and residents in advance. The panel also reminded the applicant that breaches of the licence conditions could lead to a review or revocation of the premises licence.
