The Kent Community Safety Partnership (KCSP) meeting scheduled for 23 July 2026 was planned to cover updates on the Kent Community Safety Agreement, the work of its supporting groups, and reviews of its terms of reference. Discussions were also anticipated regarding countywide anti-social behaviour initiatives and sensitive matters related to domestic abuse and counter-terrorism.

Kent Community Safety Agreement Update

The meeting was scheduled to receive an update on the development of the Kent Community Safety Agreement (CSA) Action Plan for 2026/27. This follows a previous discussion in March 2026 where a proposal was made to streamline the CSA from eight priorities to three overarching strategic aims: Stronger, safer and resilient neighbourhoods, Reducing violence, abuse and high-harm offending, and Protecting vulnerable people. The report indicated that the action plan was still in development to align with these new aims, focusing on strategic, partnership-led activity. An Outcome and Delivery Framework was also being developed to strengthen the use of data and move towards an intelligence-led approach. The Crime and Disorder Act 1998¹ mandates local authorities and police to work together to reduce crime and disorder, and the CSA is a key document in this coordinated effort across Kent.

Kent Community Safety Partnership Working Group Update

An update was expected on the activities of the KCSP Working Group, which supports the partnership by preparing and monitoring the CSA and managing the Kent Community Safety fund. The report detailed the allocation of £39,660 from the Police and Crime Commissioner (PCC) for the Crime Reduction Grant in 2026/27. This funding is intended to support projects aligning with the PCC's Police and Crime Plan 2025-2029², which focuses on Protecting People, Protecting Places, Protecting Property, and Productive Partnerships. Several projects had already progressed through the funding process, including an Hateful Extremism Learning Event, a programme to support Young People Affected by Domestic Abuse, and a Youth Scam and Financial Exploitation Prevention Programme. The report also highlighted the ongoing work of the Kent Community Safety Team (KCST), including community safety information sessions and the dissemination of learning from Domestic Homicide Reviews (DHRs)³.

KCSP and Subgroups Terms of Reference Review Update

The meeting was scheduled to review and update the Terms of Reference (ToR) for the KCSP and its subgroups. The report noted that while there had been no legislative changes impacting the KCSP's governance, amendments were anticipated due to the upcoming changes from the Victims and Prisoners Act 2024⁴, which would rename Domestic Homicide Reviews (DHRs) to Domestic Abuse Related Death Reviews (DARDRs). The ToR for the KCSP itself had been updated to reflect a move towards a data-led approach and a performance framework. The ToR for the KCSP Working Group and the DHR Steering Group had also been reviewed, with updates to their purposes and responsibilities to align with current practices and emerging legislation.

Countywide Anti-Social Behaviour Partnership Forum

The meeting was to be informed about work exploring the establishment of a countywide Anti-Social Behaviour (ASB) Partnership Forum. This proposed forum aims to strengthen multi-agency working, provide a regular platform for practitioners to share information, discuss emerging issues, and exchange learning and good practice related to ASB across Kent. The initiative aligns with the CSA's strategic aim of creating stronger, safer and more resilient neighbourhoods. Draft Terms of Reference had been developed, and further engagement with partners was planned to refine them.

Two restricted items were scheduled for discussion, meaning they were not open to the press and public. These were:

• Kent and Medway Domestic Abuse Related Death Reviews Update: This item was expected to provide an update on cases and steering group activities related to domestic abuse-related death reviews, including policy, procedures, funding, and the sharing of lessons learned.
• Counter Terrorism Contest Strategy (Prevent, Protect, Prepare) Update: This discussion was to focus on the local and national context of the Counter Terrorism Contest Strategy, with specific attention to the Prevent Duty⁵ and the Protect and Prepare strands of the strategy.

The meeting also included standing items such as updates from the Police and Crime Commissioner and on domestic abuse, as well as information on future meeting dates.
