The Planning Sub Committee of Haringey Council was scheduled to discuss several significant planning applications, including a large-scale residential and commercial development at Haringey Heartlands, and proposals for student accommodation and minor material amendments at Tottenham Hotspur Stadium. The committee was also set to consider pre-application briefings for new developments.
Planning Applications
HGY/2023/2357 - Land at Haringey Heartlands, between Hornsey Park Road, Mayes Road, Coburg Road, Western Road and the Kings Cross / East Coast Mainline, Clarendon Gas Works, Olympia Trading Estate, and 57-89 Western Road N8 & N22
This application sought approval for reserved matters relating to the appearance, landscaping, layout, scale, and access for Buildings H1, H2, and H3, forming Phase 4 of the Haringey Heartlands regeneration project. The proposal included the construction of 377 private residential units, commercial floorspace, a basement, and new landscaped public space, all pursuant to a previous hybrid planning permission granted in 2018. HGY/2023/2099 - Chestnuts Park, St Anns's Road N15 3AQ
This item concerned the construction of a sustainable urban drainage system and associated play features and biodiversity enhancements within Chestnuts Park. The report pack detailed significant public objection to the proposal, with concerns raised about the removal of a third of the playing field, the impact on the park's nature and amenity value, and potential contradictions with the Haringey deal's promise of resident involvement. Objectors also highlighted the park's small size and the perceived riskiness of the project. The committee was presented with a recommendation to grant planning permission, subject to conditions, with an enhancement to condition 4 regarding the connection from the northern drainage system. The decision was ultimately made by a chair's casting vote after a 5-5 vote with one abstention.
HGY/2023/2137 - Tottenham Hotspur Stadium, 748 High Road, Tottenham, London N17 0AL
This application was for minor material amendments to a hybrid planning permission, relating to the height, design, maximum floorspace, and associated works for Plot 3 (Hotel / Residential development). The proposal involved the variation of conditions under Section 73 of the Town and Country Planning Act. The report noted that the approved height would increase by up to 27 metres, but this was contextualised by the wider site. Enhancements to application conditions and design were highlighted, along with considerations for water usage, light compensation, fire strategy, and carbon offsetting. The proposal also included provisions for cycle parking and addressed concerns regarding Worcester Avenue. HGY/2023/2306 & 2307 - Printworks 819-829 High Road, Tottenham, London, N17 8ER
This item involved a full planning application for the demolition of existing buildings and redevelopment for purpose-built student accommodation (Sui Generis) and flexible commercial uses (Class E), along with listed building consent for alterations to 819/821 High Road (Grade II). The report explained that a previous permission for apartments and a cinema could not be delivered due to the cinema operator withdrawing. The proposal aimed to contribute to housing supply by counting student bed spaces towards Haringey's housing target. PPA/2024/0002 - 157-159 Hornsey Park Road, N8 0JX
This was a pre-application briefing for the redevelopment of the site to provide 32 residential units and commercial floorspace, with associated parking, landscaping, and access. The report noted that this was a formal meeting of the Sub-Committee, but no decision would be taken, and any subsequent applications would be subject to a report to a future meeting. The briefing provided an opportunity for members to raise queries and identify concerns about the proposals. The site is located in an Opportunity Area and is designated as SA21 'Clarendon Square Gateway' in the Site Allocations DPD, which seeks a mixed-use, employment-led scheme creating a new link between Wood Green and Clarendon Square. The proposal included Block A with 21 residential units and Block B with commercial floorspace and 11 residential units. The Quality Review Panel had offered warm support
for the scheme, commending the project team for resolving issues arising from the challenging brief, but noted that further work was needed on details such as the landscape plan, servicing, lighting, and architectural character.
