The Planning Committee (Smaller Applications) met on Wednesday 13 March 2024 and granted planning permission for four development proposals. These included the installation of new fencing at St Olaves and St Saviours Sports Ground, minor amendments to a hotel development on Tanner Street, refurbishment of Doctor Harold Moody Park and Consort Park, and the demolition and replacement of a cabin at Nunhead Cemetery.
St Olaves and St Saviours Sports Ground, Green Dale, SE22 8TX
Planning permission was granted for the removal of an existing chain link fence and the installation of a palisade fence, including a double leaf gate, at St Olaves and St Saviours Sports Ground. The new fence will be 2.4 metres high, replacing the existing 1.8-metre fence. The decision was made subject to conditions including tree planting details, an arboricultural method statement, and a construction environmental management plan. Concerns raised by objectors regarding the fence height, visibility, and impact on openness were addressed by officers, who noted that the proposed fence would largely follow the line of the existing fence and that a similar fence already exists on the opposite side of the path. The proposal was deemed acceptable in principle for Metropolitan Open Land (MOL) as it would enhance safety and accessibility without detracting from the site's character.
67-71 Tanner Street, SE1 3PL
The committee granted planning permission for minor material amendments to a previously approved hotel development. The changes include adjustments to window sizes and reveals, modifications to ground floor bays, enlargement and repositioning of lift and stair overruns and plant enclosures, and the replacement of brick planters with climbers on a stainless steel frame on the west elevation. The proposal also introduces a parapet detail and aluminium copings. The amendments were considered acceptable in design terms and would not adversely impact neighbouring amenities regarding daylight, sunlight, enclosure, or noise. The revised scheme achieves an Urban Greening Factor of 0.345, exceeding the London Plan target. The decision was subject to conditions and the endorsement of the original Section 106 legal agreement.
Doctor Harold Moody Park, Gordon Road, SE15 3RG & Consort Park, Gordon Road, SE15 3RH
Planning permission was granted for the refurbishment of Doctor Harold Moody Park and Consort Park. The project includes connecting the two parks by closing the eastern end of Sturdy Road to create park land. Works involve remodelling mounds, new footpaths, seating, meadows, a tiny forest, and specimen tree planting in Consort Park. Doctor Harold Moody Park will see an expanded playground, amended multi-use games court fencing, a new pump track, informal sports equipment, and cycle parking. The closure of a pedestrian entrance to Doctor Harold Moody Park from Gordon Road will facilitate playground expansion. Objections were raised regarding potential anti-social behaviour, noise from the pump track, loss of parking, and traffic impacts. However, the committee was satisfied that the proposal would not detract from the openness or character of the open space and would enhance biodiversity. The decision was subject to conditions related to landscaping, tree protection, site contamination, and ecological features.
Nunhead Cemetery, Linden Grove, SE15
Planning permission was granted for the demolition of the existing Friends of Nunhead Cemetery (FONC) cabin and the construction of a new single-storey replacement cabin. The new cabin, measuring a maximum of 3.1 metres in height, would be slightly smaller in height than the existing structure, though marginally wider and deeper. It is intended to provide essential facilities for FONC's conservation work and public events. Concerns were raised by objectors regarding the height of the boundary fence, the cabin's impact on daylight and sunlight, the appearance of external materials, and construction management. Officers concluded that the proposed cabin would be an improvement on the existing dilapidated structure and would not detract from the Metropolitan Open Land (MOL) designation or the heritage significance of the Grade II* registered park and garden and the Nunhead Cemetery Conservation Area. The decision was subject to conditions including a construction environmental management plan, details of external materials, landscaping, bat boxes, and bat-friendly lighting.
