A decision has been made to introduce controlled parking restrictions within housing estates across Newham, aiming to address parking demand and improve safety. This decision was made by Aled Richards, Corporate Director of Environment & Sustainable Transport, following a review of reports concerning unsafe and obstructive parking.
Housing Estates - Implementation of CPZ
The primary focus of the Officer Key Decision on 12 March 2024 was the implementation of Controlled Parking Zones (CPZs) within housing estates. This initiative aims to tackle issues of unsafe and obstructive parking, which have caused distress to residents and hindered access for emergency vehicles. The decision was made by Aled Richards, Corporate Director of Environment & Sustainable Transport, and will proceed following a statutory consultation process.
The proposal involves incorporating housing estate car parks into neighbouring CPZs. These new parking areas will feature permit-holder-only bays and relevant waiting and loading restrictions, similar to existing CPZs. The first phase of this scheme will affect five locations: Stubbs Point, Ordnance Road, Scott House/Willet House, Kent Street, and Rowland Court. The operating days and hours for these locations vary, with some running seven days a week and others Monday to Friday.
This project aligns with the Mayor of Newham's 2022 Manifesto commitment to Make our roads safer places by continuing to target dangerous driving and enforce parking rules across the borough.
It also supports the council's Air Quality Action Plan (2019-2024) by aiming to reduce the number of vehicles on the roads through the introduction of resident parking zones.
The estimated cost for the scheme is £50,000, which will be funded from the housing cost centre G10330. The legal framework for introducing these parking controls is outlined in the Road Traffic Regulation Act 1984, with specific sections governing on-street and off-street parking. The council must adhere to statutory procedures and consider all representations received during the consultation period.
The scheme will also include provisions for disabled bays where appropriate. The decision to proceed with the statutory consultation process was made, with the understanding that the orders will be made after due consideration of any representations received. An agreement will also be established between the Highways and Parking team and the Housing team to allow for the enforcement of these restrictions, while the ownership and maintenance liability of the land will remain with Housing. The decision was notified to all Members on 25 March 2024, with the call-in period ending at midnight on 3 April 2024, and the decision can be implemented from 4 April 2024.
