The Council meeting on 25 January 2024 saw significant debate and decisions on local government finance, climate change, and the Broadmead Road Bridge. Councillors also approved changes to committee appointments and the Local Council Tax Reduction Scheme for 2024/25.
Local Government Finance
A key decision of the meeting was the adoption of a motion expressing deep concern over the inadequacy of the Local Government Funding Settlement announced in December 2023. The motion, moved by Councillor Kam Rai and seconded by Councillor Jas Athwal, highlighted that Redbridge is set to receive significantly less government funding per person than the London average, ranking it as the third worst-funded borough in the capital. The council resolved to write to the Secretary of State for Levelling Up, Housing and Communities to call for an urgent review of the funding settlement to establish a more equitable system. An amendment proposed by Councillor Paul Canal, which acknowledged a £64 billion allocation to local government as an above-inflation increase and welcomed additional funding, was withdrawn.
Climate Change
The council passed a motion, moved by Councillor Jo Blackman and seconded by Councillor Jas Athwal, expressing alarm at the impact of the climate crisis and condemning government inaction. The motion outlined Redbridge Council's commitment to tackling climate change through its action plan, including switching to renewable energy, reducing fossil fuel exposure in its pension fund, and opposing the expansion of London City Airport. The council resolved to write to government ministers demanding adequate funding and support for local climate policies, continue its opposition to the City Airport expansion, and work with young people to promote a sustainable future. An amendment by Councillor Paul Canal, which sought to welcome government climate strategies and initiatives, was defeated.
Broadmead Road Bridge
A motion concerning the Broadmead Road Bridge, moved by Councillor Paul Canal and seconded by Councillor Joel Herga, was amended and subsequently carried. The amended motion, moved by Councillor Athwal and seconded by Councillor L. Duddridge, acknowledged the bridge as a key local asset providing a crucial link to three local schools. It also recognised the impact of progressive cuts to local government funding and stated that repairs are estimated to be at a significant cost with no current budget provision. The council committed to reopening the bridge as soon as possible and noted its obligation to campaign for the necessary funding.
Local Council Tax Reduction Scheme 2024/25
The council approved changes to the Local Council Tax Reduction Scheme for 2024/25. This decision involved adopting options 2C, 3, and 4 as adjustments to the current scheme. These adjustments include changes to non-dependant deductions and a reduction in the level of support for certain working-age schemes, alongside an increase in the minimum award. The council also approved the continuation of a one-off Discretionary Hardship Fund of £1 million to provide additional support for those in severe financial hardship.
Changes to Committee Appointments
The council agreed to changes in committee appointments, with Councillor Gurdial Bhamra replacing Councillor Shanell Johnson on the Health & Care Policy Development Committee, Councillor Taifur Rashid replacing Councillor Shanell Johnson on the Planning Committee, and Councillor John Howard replacing Councillor Shanell Johnson on the Strategy and Resource Policy Development Committee.
Treasury Management Strategy Mid-Year Review
A mid-year review of the Council's treasury activities was presented and noted. The report confirmed that all borrowing and investment activities had been conducted in accordance with the approved Treasury Management Strategy and within the agreed Prudential Limits, with risks managed and balanced against yield. The council approved the revised Prudential Indicators as set out in the report.
Redbridge Youth Justice Plan 2022/24 Updated Plan 2023
The council approved the updated Redbridge Youth Justice Plan 2022/24. This plan outlines how Youth Justice Services in the borough will be provided and funded, in line with the statutory duty under Section 40 of the Crime and Disorder Act 1998. The plan details the multi-agency approach to preventing and reducing youth offending and re-offending.
Questions from Members of the Public and Members
Several questions were raised by members of the public and councillors. These included concerns about the placement of electric vehicle charging points, progress on a proposed climbing centre, the distribution of warm packs, the number of homes being built, pavement maintenance, and methods to combat knife crime. Questions were also raised regarding the council's approach to fly-tipping, plans for Ilford Lane, the Real Men Talking
programme, the impact of the government's funding settlement, and the council's accreditation as a disability confident employer. The issue of Oakfield Playing Fields and negotiations with West Ham Football Club was also a recurring topic.
Other Business
The council also received the Mayor's announcements, which included thanks to the Emergency Protection Team for their work following a fire in Newbury Park and details of upcoming events. The Mayor-Elect for 2024/25, Councillor Sheila Bain, was announced. Petitions were presented regarding proposed crossings on Ilford Lane and concerns about motorists avoiding the A12.
