The Uplands Area Planning Sub-Committee of West Oxfordshire Council met on Monday, 17 June 2024, to discuss various planning applications and the allocation of Section 106 funding. Applications for Development
23/03261/FUL Barn at Ryehill Farm, Kingham
James Nelson, Principal Planner, introduced the application for the part demolition and change of use of two agricultural barns into holiday lets, and the conversion of a third agricultural barn into a leisure facility to service the holiday accommodation. The proposal was found to fully accord with West Oxfordshire District Council (WODC) policies OS2, OS4, E2, and E3, which support farm diversification. The application was approved unanimously with additional conditions regarding sustainable transport and swift bricks.
24/00215/S73 Chalfont, 3 Wroslyn Road, Freeland
Sarah Hegerty, Planning Officer, presented the application for the variation of Conditions 2 and 3 of Planning Permission 22/02862/HHD to allow design and material changes. The application was approved by a majority vote, with six votes in favour and three against, as the proposed changes were considered minor and consistent with the overall appearance of the property.
24/00216/S73 Chalfont, 3 Wroslyn Road, Freeland
A second application for the same property, also presented by Sarah Hegerty, sought similar variations. This application was initially not carried with three votes in favour, four against, and two abstentions. A subsequent proposal to refuse the application based on policies H6 and OS4, citing overbearing impact on neighbouring properties, was carried with the Chair's casting vote.
24/00686/FUL Land and Building (E) 439518 (N) 226211, Enstone Airfield North, Banbury Road, Enstone
James Nelson introduced the application for the erection of a detached, single and two-storey viewing/instruction facility, including associated offices, WC facilities, and a garage for a fire and rescue vehicle. Despite objections from Enstone Parish Council, the application was approved with seven votes in favour and two against.
24/00890/FUL Stonesfield Sports and Social Club, Field Close, Stonesfield
James Nelson presented the application for the erection of six lighting columns with floodlighting luminaires. The application was approved unanimously after design changes were made to address previous concerns, including reducing the column height and light intensity.
Allocation of Section 106 Funding in Long Hanborough, Oxfordshire
Phil Shaw, Business Manager for Development Management, introduced the report on the allocation of Section 106 funding. The Sub-Committee had to choose between two legitimate claims for the funding. After discussion, the Sub-Committee unanimously decided to allocate the funding to the community hub in Long Hanborough, as proposed by the Parish Council.
