This meeting considered a report from the Planning Manager that summarised decisions taken using delegated powers since the last meeting.
The decisions were mostly made on planning applications relating to minerals extraction sites.
Minerals and waste applications
Eight applications relating to minerals and waste sites were included in the report pack.
The applications that were included for discussion were:
- An application (SP19/01475/SCC) to vary conditions on an existing permit for sand and gravel extraction at Hengrove Farm, London Road, Staines, to extend the time allowed for extraction.
- An application (SP19/01476/SCC) to vary conditions on an existing permit for sand and gravel extraction at Homers Farm, London Road, Staines, to extend the time allowed for extraction, allow more lorry movements, and to vary the approved restoration plan.
- An application (RE23/01663/CON) for the retrospective approval of a leachate1 tank and staff welfare unit at Patteson Court Landfill, Cormongers Lane, Nutfield.
- An application (EL2023/2674/NEW) for the replacement of a cabin used as a field study centre at Molesey Reservoir, Hurst Road, West Molesey.
- An application (TA/2023/1086) to make a non-material amendment to an existing planning permission at North Park Quarry, North Park Lane, Godstone. The application proposed the removal of a requirement to divert Pendell Brook and changes to the approved surface water drainage scheme.
- An application (TA/2024/4) for the prior approval of details of an office extension at Mercers South Quarry, Bletchingley Road, Nutfield under Class B of the Town and Country Planning (General Permitted Development) (England) Order 2015.
- An application (GU24/CON/00006) for the approval of the colour of a vent stack on a previously approved development to the north of Slyfield Industrial Estate, Moorfield Road, Guildford.
- An application (SP12/01487/SCA4) to make a non-material amendment to an existing planning permission at Watersplash Farm, Gaston Bridge Road, Shepperton to change the orientation of a processing plant.
Environmental Impact Assessment - Screening and Scoping Opinions Issued
The report pack included two environmental impact assessments where the council had issued an opinion.
The larger of the two projects was at Moorhouse Sandpits. The applicant had applied for a 'scoping opinion'2 relating to an application for the periodic review of their existing minerals planning permission.
The other application related to the installation of ground mounted solar panels at Leatherhead Sewage Treatment Works, Randalls Road, Leatherhead, for which the council determined an environmental impact assessment was not required.

Leachate is the liquid that drains from a landfill site. It is often highly polluting and needs to be treated before it can be discharged to the environment. ↩

When a developer wants to carry out a project that may have significant environmental effects, they are required to produce an Environmental Statement. A scoping opinion is the local planning authority's view on what environmental issues should be considered in the Environmental Statement. ↩
