The reconvened annual general meeting of Tower Hamlets Council saw the re-election of Councillor Abdul Mukit MBE as Speaker and the election of Councillor Rajib Ahmed as Deputy Speaker. A key decision made was the appointment of Councillor John Pierce as the Chair of the Overview and Scrutiny Committee, following a vote against Councillor Oliur Rahman.
Election of Speaker and Deputy Speaker
Councillor Abdul Mukit MBE was re-elected as Speaker of the Council, a role he has held for the past year. In his address, he reflected on his extensive engagements, including meeting royalty and participating in various civic events, highlighting his efforts to promote Tower Hamlets. He also spoke about his dedication to supporting the Tower Hamlets food bank, successfully raising nearly £30,000 through various fundraising activities. Councillor Rajib Ahmed was elected as the Deputy Speaker for the 2015-16 municipal year.
Appointment of Mayor and Cabinet
Mayor John Biggs addressed the Council following his election as the first Labour Mayor of Tower Hamlets. He expressed his pride in his team and the trust placed in him by the residents. Mayor Biggs announced his cabinet, which includes three Deputy Mayors: Shiria Khatun, Rachael Saunders, and Sirajul Islam, along with six other members: Rachel Blake, Amy Whitelock Gibbs, Josh, Asma Begum, Ayas Miah, and David Edgar. He also outlined his commitment to transparency and accountability, stating his intention to move the Mayor's office to a smaller space and restore a parlour for the Speaker. Mayor Biggs also announced the unfreezing of funding for the Rich Mix Centre and the appointment of Councillor Dave Chesterton as his advisor on planning policy, with a particular focus on the pressures on the Isle of Dogs.
Appointment of Committee Chairs and Members
The Council agreed to the allocation of places on various committees and panels following the recent elections. A significant debate occurred regarding the appointment of the Chair of the Overview and Scrutiny Committee. Councillor Oliur Rahman argued that the position should be held by the opposition to ensure genuine transparency and accountability, criticising the Labour administration's past record. Conversely, Councillor John Pierce, who was ultimately elected Chair, and other speakers highlighted the previous administration's lack of engagement with scrutiny and instances of alleged corruption. The Council voted, with Councillor John Pierce securing 22 votes to Councillor Oliur Rahman's 14.
Standards Advisory Committee
The appointment of Mr. Daniel McLaughlin as a co-optive member to the Standards Advisory Committee was noted. Councillor Peter Golds raised concerns about the current standards process, describing it as ramshackle
and calling for a review by the Constitutional Working Party to create a more streamlined and fit-for-purpose system.
Calendar of Meetings and Scheme of Delegation
The Council confirmed the calendar of Council committee and other meetings for the coming year. They also agreed to the parts of the scheme of delegation that the Constitution provides for the Council to agree.
Mayor's Cabinet Appointments and Executive Scheme of Delegation
The Council formally noted the report on the Mayor's cabinet appointments and the executive scheme of delegation. Mayor Biggs reiterated his commitment to running a transparent operation and fostering respectful decision-making within the Council.
Speaker's Charity for the Year
Speaker Abdul Mukit MBE announced his chosen charities for the upcoming year: Mind in Tower Hamlets, which provides services for people with mental health needs, and the Shurjamuki project, which offers activities for young people with mild to moderate physical and learning disabilities. He expressed his hope for support in raising funds for these causes.
