The Planning Committee of Waltham Forest Council met on Tuesday, 2 April 2024, to consider two planning applications. The meeting's agenda included discussions on a proposed development at 55 Mount Echo Avenue and an extension at 7 Burghley Road.
55 Mount Echo Avenue (230402)
The committee was scheduled to discuss a proposal for the demolition of a single dwelling house and ancillary garages at 55 Mount Echo Avenue, Chingford, London, E4 7JX to construct two new buildings. These buildings were planned to provide nine residential units, comprising four three-bedroom flats, three two-bedroom flats, and two one-bedroom houses. The proposal also included associated parking, cycle parking, refuse storage, and landscaping.
The report pack indicated that the recommendation was to grant planning permission, subject to conditions and the completion of a Section 106 Legal Agreement. This agreement would cover various aspects, including highway works, contributions towards sustainable transport, carbon offset funds, and Strategic Access Management and Monitoring (SAMM) for the Epping Forest Special Area of Conservation. The report detailed extensive public consultations, with 64 objections received. Concerns raised by objectors included the principle of development, design, character, overdevelopment, amenity impact, loss of property value, waste overflow, air and noise pollution during construction, loss of view, land stability, and highway and parking issues. The report also addressed internal and external amenity standards, daylight and sunlight impacts, transport and highways, waste management, trees, landscaping, ecology, sustainable design, energy efficiency, and environmental impact.
7 Burghley Road (233078)
The committee was also scheduled to consider a proposal for the construction of a single-storey wraparound rear extension and the installation of external wall insulation to the existing first-floor rear outrigger at 7 Burghley Road, Leytonstone, London, E11 4QP. The proposal also included the replacement of a ground-floor window.
The report pack indicated a recommendation to grant planning permission, subject to conditions and informatives. The application was referred to the committee because the applicant is related to employees of the Council. The report detailed the site and its surroundings, noting that the area is residential in nature and the property is located within an Archaeological Priority Zone. The proposed development was described as a single-storey wraparound rear extension with a depth of 3.2 metres beyond the existing outrigger, and an overall depth of 6.7 metres along the shared boundary with the neighbouring property at number 9 Burghley Road. The report also noted that the proposal had been amended to reduce the depth of the extension. The assessment focused on design and character, impact on neighbouring amenity, and impact on archaeology. No responses were received from neighbouring residents during the public consultation period.
