Councillor Emily Arkell, Cabinet Member for Culture, Communities and Leisure, approved the award of a construction contract for essential refurbishment and structural works at Bruce Castle Museum. The meeting also noted information regarding filming at meetings and confirmed there were no declarations of interest, apologies, or deputations.

Bruce Castle Museum - MEND Award of Construction Contract

Councillor Emily Arkell approved the award of a construction contract valued at £916,147.64 for refurbishment and structural works at Bruce Castle Museum. The project, funded by the Arts Council and Haringey Council, aims to restore parts of the East Wing of the Grade 1 listed building and implement crucial fire safety improvements.

The decision to proceed with the contract was made to address building condition issues and ensure the museum's continued operation. The works include urgent structural repairs, lath and plaster/cornice repairs, concealing of cables, installation of new exhibition lighting, an upgrade to an L1 fire alarm system, fire stopping improvements, minor window repairs, and redecoration.

The report highlighted that doing nothing would result in the council failing to maintain its only Grade 1 listed building, potentially leading to reactive works, increased costs, and even museum closure. The project aligns with Haringey's Corporate Delivery Plan, specifically High Level outcome 1: Haringey will be a place where arts, culture and heritage is fostered, celebrated and valued, and is woven through everything the council does.

A competitive tender process was undertaken via the London Construction Programme Minor Works Dynamic Purchasing System (DPS). Four tenders were received, with Contractor A scoring highest based on a 40% cost, 50% quality, and 10% social value evaluation. The report also approved a client contingency and the issuance of a letter of intent for up to 10% of the contract value.

The meeting also noted that the press and public were excluded from part of the discussion concerning the contract award due to the inclusion of exempt information relating to the financial and business affairs of specific parties.

The decision to award the contract was made on 8 April 2024, with the Cabinet Member signing the minutes on 9 April 2024.
