The Licensing Sub-Committee of Barnet Council met on Thursday 28 May 2026 to discuss a new premises licence application. The primary focus of the meeting was a report detailing an application for a new premises licence for The Greek Cypriot Brotherhood, located at 2 Britannia Road, N12 9RU. The committee was also scheduled to review the Licensing Sub-Committee Hearing Procedure.
Licensing Sub-Committee Hearing Procedure
The committee was scheduled to review the established procedure for licensing sub-committee hearings. This procedure, based on regulations made under the Licensing Act 2003, is designed to ensure natural justice and a fair hearing. The procedure outlines the roles of the Governance Officer and the Chair, the process for presenting cases by applicants and other parties, and the methods for deliberation and determination of applications. It also details the protocol for the use of video evidence and the procedures for announcing decisions, whether made at the hearing or within five working days.
New Premises Licence Application: The Greek Cypriot Brotherhood
A significant portion of the meeting was dedicated to considering a new premises licence application for The Greek Cypriot Brotherhood, located at 2 Britannia Road, London N12 9RU. The application, submitted under section 17 of the Licensing Act 2003, sought permission for various licensable activities, including the performance of plays, exhibition of films, live and recorded music, performance of dance, provision of late-night refreshment, and the sale or supply of alcohol.
The original application proposed specific hours for these activities, with some extending into the early hours of the morning on Fridays and Saturdays. However, following discussions with the Police, the applicant agreed to amend some of the requested hours. The report indicated that the Police would not object if these amendments were in place.
The committee was also to consider representations received from local residents. These representations primarily raised concerns related to the licensing objectives of the prevention of public nuisance, public safety, and the prevention of crime and disorder. Specific concerns included noise nuisance from amplified music and patrons leaving the premises, potential for anti-social behaviour, and parking issues. Some residents also expressed concerns about the impact on their quality of life and the well-being of children in the area.
The report highlighted that while the applicant and the Police had agreed on certain conditions, the Sub-Committee was not bound by these agreements and could modify or add conditions as it deemed appropriate to promote the licensing objectives. The committee was to consider the applicant's operating schedule, the representations made, the Guidance issued pursuant to section 182 of the Licensing Act 20031, and the Council's Statement of Licensing Policy 20202 when making its decision.
