Local Plan Update

The Committee is scheduled to consider an update on the Hillingdon Local Plan, which is currently undergoing a scoping consultation. This consultation, approved by Cabinet on 25 June 2026, seeks feedback from residents and stakeholders on the content of the Local Plan. The Local Plan will set out the borough's development vision for the next 15 years, replacing existing plans adopted in 2012 and 2020. It will include a spatial strategy, development management policies, and site allocations. The consultation is being managed through the Commonplace platform and concludes on 21 August 2026. The Council plans to consult on the Draft Local Plan content and evidence in November 2026. The estimated cost for the Local Plan Scoping Consultation is £3,000, funded from the existing Planning Service revenue budget.

West London Waste Plan

A significant portion of the meeting is dedicated to the West London Waste Plan (WLWP). This strategic plan, developed by seven west London boroughs including Hillingdon, outlines how waste will be managed up to 2041. The proposed submission version of the WLWP, which has been approved by Cabinet for public consultation, includes an updated list of 21 safeguarded waste sites within Hillingdon. The plan aims to ensure sufficient capacity for managing Household, Industrial and Commercial (HIC) waste, Construction, Demolition and Excavation (C, D & E) waste, and hazardous waste. The consultation on the proposed submission version is planned from 4 August 2026 to 29 September 2026, with a proposed submission to the Secretary of State in December. The WLWP aims to promote the waste hierarchy, encourage circular economy principles, and ensure high-quality, resilient waste facilities. The costs associated with the Regulation 19 consultation are estimated at £3,000, funded from the Planning Policy Service revenue budget.

Growth Agenda

The Committee will also review the Hillingdon Growth Plan, which was presented to Cabinet on 23 July 2026. This plan outlines the Council's strategy for shaping economic growth across the borough over the next decade. It is structured around three strategic pillars: Innovate (strengthening high-value sectors and supporting business growth), Connect (linking residents to jobs and improving infrastructure), and Thrive (delivering homes, regenerating places, and enhancing quality of life). The plan identifies four key growth areas: Uxbridge and Brunel Quarter, Hayes, Stockley Park and The Old Vinyl Factory, the Heathrow Economic Activity Zone, and areas north of the A40 focused on nature and city experience. The Council aims to adopt a system leadership role, coordinating activity and partnering with businesses, education providers, and neighbouring authorities. The plan's success will be measured through key performance indicators related to economic performance, employment and skills, business growth, housing delivery, connectivity, and town centre vitality.

Policy Review Discussion & Guidance

The Committee will discuss potential policy review topics. A guidance document, including a scorecard for assessing topic suitability, is provided to assist Members in identifying areas for in-depth review. Previous reviews by the committee have included topics such as Maximising council spaces and Homelessness Prevention and the customer journey.

Forward Plan

The Committee will consider the Cabinet's latest Forward Plan, which details key decisions and other decisions to be taken by Cabinet Members and the Cabinet collectively over the coming year. The Committee has the opportunity to comment on items within its remit and, where feasible, may receive draft reports for pre-decision scrutiny.

Work Programme

Finally, the Committee will review its Multi-Year Work Programme, noting future meeting dates and making any necessary amendments. The programme outlines scheduled meetings for the upcoming municipal year, with a focus on ensuring that the Committee's work benefits Hillingdon residents by improving Council services and shaping policy.
