The plan aims to ensure sufficient capacity for managing Household, Industrial and Commercial (HIC) waste, Construction, Demolition and Excavation (C, D & E) waste, and hazardous waste. It is structured around three strategic pillars: Innovate (strengthening high-value sectors and supporting business growth), Connect (linking residents to jobs and improving infrastructure), and Thrive (delivering homes, regenerating places, and enhancing quality of life). The plan identifies four key growth areas: Uxbridge and Brunel Quarter, Hayes, Stockley Park and The Old Vinyl Factory, the Heathrow Economic Activity Zone, and areas north of the A40 focused on nature and city experience. The Council aims to adopt a system leadership role, coordinating activity and partnering with businesses, education providers, and neighbouring authorities. The plan's success will be measured through key performance indicators related to economic performance, employment and skills, business growth, housing delivery, connectivity, and town centre vitality.

Policy Review Discussion & Guidance

The Committee will discuss potential policy review topics. A guidance document, including a scorecard for assessing topic suitability, is provided to assist Members in identifying areas for in-depth review. Previous reviews by the committee have included topics such as Maximising council spaces and Homelessness Prevention and the customer journey.

Forward Plan

The Committee will consider the Cabinet's latest Forward Plan, which details key decisions and other decisions to be taken by Cabinet Members and the Cabinet collectively over the coming year. The Committee has the opportunity to comment on items within its remit and, where feasible, may receive draft reports for pre-decision scrutiny.

Work Programme

Finally, the Committee will review its Multi-Year Work Programme, noting future meeting dates and making any necessary amendments. The programme outlines scheduled meetings for the upcoming municipal year, with a focus on ensuring that the Committee's work benefits Hillingdon residents by improving Council services and shaping policy.
