They stated that there was an ongoing premises licence review due to serious concerns that the premises had been undermining all four licensing objectives. GMP reiterated their findings of significant compliance issues and a lack of improvement despite their efforts. They noted that the applicant had provided no supporting information demonstrating their suitability to become the new licence holder and believed that a change of licence holder at this stage could further undermine the licensing objectives. GMP recommended that the application be refused.

A supplementary agenda item confirmed that this application, along with the variation of DPS application, would be considered. A response to GMP's representation was included, outlining the applicant's position. The applicant stated they had no involvement in the previous operation of the premises and were experienced in operating licensed premises. They proposed to undertake a full review of existing conditions, provide staff training, ensure the CCTV system was operational, maintain an incident log, and foster an open relationship with GMP and other responsible authorities. The applicant was also willing to consider additional conditions and proposed a formal premises compliance review within the first month of the transfer. The applicant argued that the concerns raised by the police should be considered in the context of the distinction between the previous operator and the proposed new licence holder, and that the transfer offered an opportunity for a fresh approach.
