The Leicester City Council convened for its annual meeting on Thursday, 14 May 2026, with a primary focus on establishing the council's committees and regulatory bodies for the upcoming municipal year. The agenda also included the election of key civic roles and the approval of the annual calendar of meetings.
Establishment of Council Committees and Regulatory Bodies
A significant portion of the meeting was dedicated to the establishment of various committees and boards for the 2026-2027 municipal year. The report pack outlined the proposed committees, their terms of reference, membership numbers, and the appointment of Chairs and Vice-Chairs.
The following committees were scheduled for establishment:
Scrutiny Committees:
- Overview Select Committee
- Adult Social Care Scrutiny Commission
- Children, Young People and Education Scrutiny Commission
- Culture and Neighbourhoods Scrutiny Commission
- Economic Development, Transport and Climate Emergency Scrutiny Commission
- Housing Scrutiny Commission
- Public Health and Health Integration Scrutiny Commission
Regulatory and Other Committees:
- Governance and Audit Committee
- Health and Wellbeing Board
- Standards Committee
- Planning and Development Control Committee
- Licensing and Public Safety Committee
- Licensing Sub-Committees (Licensing Enforcement Sub-Committee and Licensing (Hearings) Sub-Committee)
The report indicated that the composition of these committees would adhere to political balance rules, as stipulated by the Local Government and Housing Act 1989 and the associated Local Government (Committees and Political Groups) Regulations 1990. The allocation of seats to political groups was designed to reflect their relative size within the council. The report also noted that any remaining places on committees would be filled in consultation with relevant groups and members.
Annual Calendar of Meetings
The council was also scheduled to consider the annual calendar of meetings for the 2026-27 municipal year. This calendar provides an overview of all planned formal meetings throughout the year, taking into account the municipal year and the pre-election period scheduled for March 2027. Amendments to the calendar could be accommodated at a committee level, subject to the council's constitution and committee procedure rules.
Civic Appointments
The meeting agenda also included several civic appointments:
- Election of Lord Mayor: The process for electing the Lord Mayor was scheduled.
- Election of High Bailiff: The election of the High Bailiff was on the agenda.
- Election of Deputy Lord Mayor: The appointment of the Deputy Lord Mayor was to be considered.
- Thanks to the Retiring Lord Mayor: A segment was allocated to express gratitude to the outgoing Lord Mayor.
Additionally, the agenda included Lord Mayor's Announcements
and a section for Any Other Urgent Business.
The report pack also contained information regarding the notification of executive appointments.
The meeting was scheduled to be audio-streamed live via a provided YouTube link. Information for members of the public regarding fire and emergency evacuation procedures, as well as general meeting arrangements, was also included in the documentation.
