The Cabinet Shareholder Committee of Northumberland Council met on Tuesday 09 June 2026 to discuss the financial performance and future budget of Advance Northumberland. The meeting's agenda focused on reviewing the company's financial outturn for the 2025-26 financial year and approving its budget for 2026-27, with the aim of ensuring its objectives remain aligned with the Council's interests.
Advance Northumberland Update
The committee was scheduled to receive an update on the financial performance of Advance Northumberland for the 2025-26 financial year and to approve the budget for the forthcoming year. The report highlighted that Advance Northumberland, a wholly owned company of Northumberland County Council, aims to deliver economic and social value across the county, support the Council's delivery of its objectives, and be a leader in its business sectors. The company's strategy is based on a commercially driven approach that emphasises sustainability, resilience, and long-term growth, with key business areas including Developments, Housing, Commercial, Green Futures, and Projects.
The report indicated that Advance Northumberland had met or exceeded most of its key performance indicators for the 2025-26 financial year. This included exceeding its Profit Before Tax (PBT) target, with a reported PBT of £1.565m against an adjusted budget of £1.144m. Earnings Before Interest Tax Depreciation & Amortisation (EBITDA) also exceeded its target, reaching £14.102m. The company's operations generated significant economic contribution to Northumberland, including substantial interest income and loan repayments to the Council.
The report detailed the operational performance across Advance Northumberland's various divisions. The Housing division reported a strong occupancy rate and successful rent collection, while the Commercial division saw positive asset valuations and continued outperformance at Manor Walks. Ascent Homes, the housebuilding arm, completed 158 units, falling slightly short of its target due to a delay in electrical connections at one development. The Projects division managed several key projects for both Advance Northumberland and the Council, including works at the NEP1 Dock and the refurbishment of Prudhoe Waterworld. The newly established Advance Green Futures subsidiary had a successful first year, with a significant portion of its habitat bank units already reserved for developments within Northumberland.
The draft financial outturn for 2025-26 showed a Group revenue of £67,192k and an EBITDA of £14,102k. The PBT, excluding revaluation gains, was £1,565k, an improvement on the budget. The report noted that the delay in the proposed financial restructure of Advance Northumberland had resulted in the company paying an additional £4.8m in unbudgeted interest to Northumberland County Council.
The committee was also presented with the revised budget for the 2026-27 financial year. This budget was prepared on the prudent basis that the financial restructure would not be implemented until April 2027, leading to a further £4.8m in forecast interest payable to the Council. The budget targeted growth in revenue and underlying EBITDA and PBT compared to the previous year, with significant investment planned for commercial projects. The report detailed movements and adjustments to the budget since its initial approval in December 2025, including impacts from the delayed financial restructure, commercial portfolio performance, and sales risk within developments.
The meeting also included standard agenda items such as apologies for absence, confirmation of previous minutes, and disclosures of members' interests, as well as a provision for urgent business.
