The Licensing Sub-Committee of Hammersmith and Fulham Council met on Wednesday 24 June 2026 and decided to reject an application for a premises licence for Amigos Burgers and Shakes. The application sought to allow late-night refreshment from 11pm to 2am daily.

The Licensing Sub-Committee rejected the application for a premises licence for Amigos Burgers and Shakes, located at 352 North End Road, London SW6 1NB. The applicant, Primyra Ventures Limited, had applied for a licence to provide late-night refreshment indoors only, from 11pm to 2am daily.

The decision to reject the application was made after considering all the circumstances of the case and the promotion of the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.

Numerous representations were received from local residents, ward councillors, and responsible authorities, all objecting to the application. The primary concerns raised by objectors centred on the potential for increased noise, litter, anti-social behaviour, and crime, particularly due to the premises' location in a densely residential area. Residents highlighted that the proposed hours were significantly later than those recommended in the council's Statement of Licensing Policy¹ for mixed-use areas and were considered inappropriate for a predominantly residential neighbourhood.

Concerns were also raised about the cumulative impact of late-night takeaways in the area, with residents noting that a similar application for Amigos Burgers and Shakes had been refused in October 2025. The Metropolitan Police had initially raised objections but later agreed to amended hours and conditions with the applicant. However, the Noise and Nuisance Team maintained its objection, stating that the proposed hours would inevitably add to existing problems of noise and disturbance for residents.

The applicant, Mr Akhilkumar Kheni, proposed several conditions and amendments, including reducing walk-in customer hours to midnight and operating delivery-only services from midnight to 1am (Sunday to Thursday) and midnight to 2am (Friday and Saturday). He also stated that an engineer had been booked to install a silencer for the extractor fan. However, objectors argued that these measures were insufficient to mitigate the potential negative impacts.

During the hearing, Councillor Wesley Harcourt, Chair of the Health and Wellbeing Board, questioned the applicant about the volume of trade during the proposed late hours and the effectiveness of proposed measures to control delivery driver behaviour. Councillor Dominic Stanton, Opposition Whip, also raised concerns about the enforceability of conditions related to delivery drivers and the potential for increased nuisance.

Ultimately, the Committee concluded that the applicant had not adequately addressed the concerns raised by residents and responsible authorities regarding the promotion of the licensing objectives. The decision to reject the application was based on the belief that the proposed hours would have an adverse impact on residents and would not adequately prevent public nuisance or crime and disorder.
