The Licensing Review Sub-Committee of Greenwich Council is scheduled to meet on Thursday, 4 June 2026. The primary focus of the meeting will be a review of the premises licence for Café Raj, located at 69 Well Hall Road, Eltham, London SE9 6SZ.
Café Raj Premises Licence Review
The meeting is scheduled to consider an application for the review of the existing premises licence for Café Raj. The application has been made by the Home Office Immigration Enforcement, citing grounds related to the prevention of crime and disorder. The report pack details that Immigration Enforcement identified an individual working illegally at the premises during a visit on 19 June 2025. This led to a civil penalty of £45,000 being issued to Foxy Raj Limited, which remains unpaid. The report indicates that the Home Office is seeking the revocation of the premises licence, arguing that employing illegal workers is a serious matter that undermines the licensing objectives.
The report pack also includes the current premises licence for Café Raj, which authorises on and off-sales of alcohol, regulated entertainment, and late-night refreshment. The Sub-Committee has a range of options available to it, including modifying licence conditions, excluding licensable activities, removing the Designated Premises Supervisor, suspending the licence, or revoking it entirely. The report states that the Sub-Committee will provide written reasons for its decision within five working days of the hearing.
