The Licensing Sub-Committee of Haringey Council met on Monday 10 August 2026. The committee considered a new premises licence application for Red Carpet Restaurant and Bar. The committee considered an application for a new premises licence for Red Carpet Restaurant and Bar, located at 99 West Green Road, Tottenham, London, N15. The applicant, Janet Nyantakyi, sought to offer regulated entertainment (recorded music), late-night refreshment, and the sale of alcohol.

Representations were received from the Metropolitan Police and the Noise and Nuisance Team. The police's concerns regarding operating hours were resolved through agreement on revised conditions, leading to their representation being withdrawn. However, the Noise and Nuisance Team's representation remained, as conditions were not agreed.

During the hearing, Ms. Nyantakyi explained her difficulties in operating the business without an alcohol licence, highlighting that customers were bringing their own alcohol, which made it hard to manage behaviour. She expressed a desire to sell alcohol to have more control and to improve the financial viability of her business. She confirmed that she had accepted the police's conditions, including the Challenge 25 policy, and had implemented CCTV.

The Noise and Nuisance Team, represented by David Wood, maintained their objection. Mr. Wood expressed a lack of confidence in Ms. Nyantakyi's ability to manage the premises responsibly as the Designated Premises Supervisor (DPS), citing a history of unauthorised licensable activities and poor management oversight. He highlighted previous instances where officers observed unlicensed alcohol sales and a lack of awareness from the applicant regarding operations.

Following discussions and questions from the subcommittee members, including Councillor Eva Bell and Councillor Sue Jameson, the committee deliberated. The decision on the premises licence application for Red Carpet Restaurant and Bar, including any specific conditions and revised hours, will be provided in writing within five working days of the meeting.

International Supermarket

An application for a new premises licence for International Supermarket at 455-457 High Road, Tottenham, London, N17, was listed on the agenda. This item was withdrawn by the applicant and therefore not considered by the committee.
