The Licensing Sub-Committee of Haringey Council met on Monday 10 August 2026 to consider applications for new premises licences. The meeting was scheduled to discuss two applications: one for Red Carpet Restaurant and Bar and another for International Supermarket.

Application for a New Premises Licence at Red Carpet Restaurant and Bar

The committee was scheduled to consider an application for a new premises licence for Red Carpet Restaurant and Bar, located at 99 West Green Road, Tottenham, London, N15. The applicant, Janet Nyantakyi, sought authorisation for regulated entertainment (recorded music), late-night refreshment, and the sale of alcohol. The proposed hours for these activities extended from midday until midnight on Tuesdays to Thursdays, and until 2 am on Fridays and Sundays.

Representations were received from the Metropolitan Police and the Noise and Nuisance Team. The Metropolitan Police's representation was withdrawn after conditions were agreed upon. However, the Noise and Nuisance Team did not agree on conditions. The report pack indicated that the Noise and Nuisance Team had concerns regarding the applicant's previous operation without authorisation, citing an official warning from the Council's Licensing Service and evidence of unlicensed activities observed during a site visit. They also raised concerns about public safety and management control, noting that the applicant stated she was unaware of alcohol being displayed and blamed friends for running the place. The team recommended refusal of the application.

The report pack also outlined legal considerations, including the Licensing Act 2003, the Secretary of State's Guidance, and the National Licensing Policy Framework. It emphasised the licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The report noted that any decision must be evidence-based, justified, and proportionate to the promotion of these objectives.

Application for a New Premises Licence at International Supermarket

The committee was also scheduled to consider an application for a new premises licence for International Supermarket, located at 455-457 High Road, Tottenham, London, N17. The applicant, Ogulcan Imrek, sought authorisation for regulated entertainment (recorded music), late-night refreshment, and the sale of alcohol. The proposed hours for late-night refreshment and the sale of alcohol were from midnight to 11:59 pm, seven days a week, with the premises also open to the public during these hours. Alcohol was to be supplied for consumption off the premises.

Representations were received from the Metropolitan Police, the Noise and Nuisance Team, and various businesses and residents in the surrounding area. The Metropolitan Police's representation was withdrawn after conditions were agreed. The Noise and Nuisance Team, however, did not agree on conditions.

The Metropolitan Police's representation highlighted concerns regarding the applicant, Ogulcan Imrek, who had a previous conviction for possessing controlled drugs with intent to supply. The police stated that Mr Imrek's rehabilitation period for this offence extended until June 2028 and that they considered him not to be a fit and proper person to hold a licence. They requested that the matter be listed for a hearing.

The Public Health team also raised objections, specifically concerning the proposed 24-hour availability of alcohol. They noted the premises' location in a busy area with existing late-night off-licences and gambling venues, and highlighted concerns about anti-social behaviour, street drinking, and drug dealing in the vicinity, supported by a Metropolitan Police Crime Prevention Environmental Visual Audit. The Public Health team pointed to local data indicating a high concentration of alcohol-related ambulance callouts during late-night hours and a higher-than-average density of licensed premises in the area. They recommended amending the commencement time for alcohol sales to 9:00 am and limiting the terminal hour for alcohol sales to midnight.

The Haringey Placemaking team also objected, citing the area's existing provision of supermarkets and international food stores, and concerns about the congregation of street drinkers near the premises. They noted that the proposed 24-hour sale of alcohol would facilitate infringements of the Borough-wide Public Space Protection Order and could adversely affect recent heritage improvement works funded by the Council and the Government. They also pointed out that the proposed use might contravene lease terms for the property.

The report pack detailed the legal considerations and licensing objectives, similar to the first application. The committee was asked to determine the application, considering any representations and having regard to national guidance and the Council's licensing policy.
