The Licensing Sub-Committee (2) of Westminster Council met on Wednesday 3 June 2026 to consider a new premises licence application for Fatto A Mano, a restaurant located at 186 Baker Street, London, NW1 5RU. The meeting's agenda also included standard procedural items such as reporting membership changes and receiving declarations of interest.

The primary item scheduled for discussion was a new premises licence application for Fatto A Mano, a restaurant at 186 Baker Street, London, NW1 5RU. The application sought permission for the sale of alcohol and late-night refreshment.
The report pack indicated that the applicant, Fatto A Mano (Bst) Limited, proposed operating hours from 09:00 to 23:30 Monday to Thursday, 09:00 to 00:00 on Fridays and Saturdays, and 09:00 to 22:30 on Sundays. These hours align with the City of Westminster's Statement of Licensing Policy1 for restaurants.
However, the application attracted several representations2 from both a responsible authority, Environmental Health, and other interested parties, including local residents and a ward councillor.
The Environmental Health department raised concerns that the requested hours for late-night refreshment and the supply of alcohol could lead to an increase in public nuisance and potentially affect public safety.
Representations from other interested parties focused heavily on the potential impact on residential amenities. Key concerns included:
- Noise and Public Nuisance: Objections were raised regarding noise from customers, particularly from outdoor seating areas, and the potential for loud chatter, music, and general disturbance late into the evening. Specific worries were voiced about noise travelling upwards to residential flats located directly above the premises.
- Customer Congregation: There were significant concerns about patrons congregating outside the premises, especially near the main entrance of Chiltern Court, a residential block. This included worries about smokers, people consuming alcohol, and delivery drivers causing obstruction and disturbance.
- Hours of Operation: Several objectors requested reduced operating hours, arguing that the proposed times were excessive for a restaurant located immediately adjacent to residential properties and that the 09:00 start time for alcohol sales was inappropriate for a pizza restaurant.
- Outdoor Area Use: The proposed use of an external seating area was a major point of contention. Concerns were raised about its proximity to the Chiltern Court entrance, potential obstruction of pavement lights, and the impact on pedestrian flow.
- Deliveries and Waste Management: Issues were raised about the timing and management of deliveries and waste removal, with particular emphasis on preventing noise and obstruction during unsociable hours and ensuring lawful delivery arrangements on a busy road with significant traffic restrictions.
- Match Days: The proximity to Wembley Stadium led to concerns about potential disorder and anti-social behaviour on football match days, with a request for conditions similar to those imposed on nearby premises.
The applicant, Fatto A Mano, provided a detailed response3 addressing these concerns. They highlighted their experience as a responsible operator of multiple restaurants and proposed a comprehensive set of conditions4 aimed at promoting the licensing objectives. These included measures for CCTV, incident logging, waste management, and a draft external area management and dispersal policy. The applicant also noted that any external seating would be subject to a separate pavement licence5 application, which would have its own set of conditions.
The report pack also included correspondence between the applicant's legal representative and the Environmental Health Officer, discussing the proposed conditions and representations. Additionally, photographs and plans were provided to illustrate the site's location and its proximity to residential properties and public transport infrastructure.
