The Planning Sub Committee of Haringey Council met on Monday 08 June 2026 to discuss a range of planning matters. The agenda included a pre-application briefing for a significant mixed-use development in Hornsey, an update on major proposals, and a report on applications determined under delegated powers.
Pre-Application Briefing: 7-11 Tottenham Lane, Hornsey, London, N8 9DJ
A pre-application briefing was scheduled for a proposed development at 7-11 Tottenham Lane, Hornsey, London, N8 9DJ. The proposal involves the retention and alteration of the former Lotus Motor Racing Car Factory, the demolition of other buildings on the site, and the construction of a mixed-use development. This development is planned to include Purpose Built Student Accommodation (PBSA), flexible industrial floorspace (Classes E(g)(iii) and B8), and a café/community use (Classes E, F1 and F2). The plans also outline the delivery of a service road, a landscaped public square, and public realm improvements.
The site is located within the Cranford Way Locally Significant Industrial Site (LSIS) and is allocated as Site Allocation HY SA08 in the draft Local Plan. The proposal aims to redevelop the site, which currently comprises vacant, poor-quality buildings, into a mixed-use scheme. The applicant, Fifth State, has engaged in pre-application discussions with officers and has consulted with local community groups. The Greater London Authority (GLA) has supported the principle of redevelopment and intensification of the site for an industrial and student accommodation co-location scheme.
The Quality Review Panel (QRP) has reviewed the proposals on multiple occasions, raising concerns about the scale and massing of the development, the need for further work to break up the building's visual impact, and the development of high-quality architecture that responds sensitively to the site's context. While the panel acknowledged improvements in the entrance sequence and public realm, significant further work was deemed necessary to address concerns about massing and architectural quality.
The report highlighted that the principle of development, including the co-location of industrial and residential uses, is considered premature at this stage due to the site's LSIS designation and the ongoing Local Plan review. However, the retention of the locally listed Lotus showroom and stables for use as a café and community space was welcomed as a public benefit. Discussions were ongoing regarding affordable housing provision, with the applicant proposing 35% affordable PBSA, contingent on demonstrating appropriate industrial floorspace reprovision.
Update on Major Proposals
The committee was to receive an update on major proposals in the pipeline. This included information on cases that had received a resolution to grant planning permission and were awaiting the finalisation of Section 106 agreements, applications currently under consideration, and proposals being discussed at the pre-application stage. Information on any current major planning appeals was also to be provided.
Applications Determined Under Delegated Powers
A report was scheduled to advise the Planning Committee of decisions made on planning applications determined under delegated powers for the period of 1 February 2026 to 30 April 2026. This report would list the applications, their addresses, proposals, and the decisions made, along with the date the decision notice was sent.

The meeting also included standard procedural items such as receiving apologies for absence, considering urgent business, and noting declarations of interest. The minutes of the previous Planning Sub Committee meeting held on 5 March 2026 were to be confirmed. The date of the next meeting was noted as 6 July.

The committee operates under the Council's Planning Protocol 20251, which aims to ensure a balance between development and environmental protection, and that decisions are made with public consultation and understanding in mind.
