The meeting's main focus will be the consideration of an application for a new premises licence for Newsfare, located at 33 Craven Park Road, NW10 8SE. The applicant, Mr Abdeen Nagoor, seeks to operate the premises as a convenience store with an off-licence, selling alcohol between 7am and 10pm, Monday to Sunday.
The application is being considered under the provisions of the Licensing Act 2003^[1]. A key consideration for the Sub-Committee will be the premises' location within the Harlesden Cumulative Impact Zone (CIZ)^[2]. The report pack indicates that representations have been received from a ward Councillor, Councillor Matt Kelcher, and a local resident, both of whom have raised concerns about the potential for the new licence to exacerbate existing issues related to alcohol-related harm, crime, disorder, and public nuisance within the CIZ.
The report pack also includes representations from the Licensing Officers, which were initially outstanding but have since been withdrawn. The Metropolitan Police Service has also reviewed the application and, having considered the proposed operating schedule and conditions, has confirmed it does not wish to make any representations.
The applicant's agent, The Licensing Guys, has provided detailed information regarding the proposed operating schedule, which includes a comprehensive set of conditions designed to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. These conditions include measures such as the installation and maintenance of a digital CCTV system, the implementation of a Challenge 25
policy, staff training on licensing legislation, and the maintenance of incident and refusal logs.
The Sub-Committee will need to determine whether to grant the licence, exclude any licensable activities, refuse to specify a premises supervisor, or reject the application entirely.
