Open Council Network is an independent organisation. We report on Manchester and are not the council. About us
The Licensing and Appeals Sub Committee Hearing Panel meeting was scheduled to consider an application for the renewal of a street trader's licence. The meeting's agenda also included provisions for urgent business and appeals against the refusal to allow inspection of background documents or the inclusion of items in the confidential part of the agenda.
Application for Street Trader's Licence Renewal
The panel was scheduled to consider an application for the renewal of a street trader's licence for Jza's Ices (Mister Softee), located at 146 Derbyshire Lane, Stretford, M32 8DU. The report of the Director of Planning, Building Control and Licensing was attached for consideration.
Urgent Business and Appeals
The agenda indicated that the committee would consider any urgent business that the Chair had agreed to submit. Additionally, the panel was scheduled to address any appeals lodged by members of the public concerning the refusal to permit the inspection of background documents or the inclusion of specific items within the confidential section of the agenda.
Declarations of Interest and Exclusion of the Public
Members of the committee were scheduled to have an opportunity to declare any personal, prejudicial, or disclosable pecuniary interests they might have in any of the agenda items. They were also to record any items from which they were precluded from voting due to Council Tax or council rent arrears, and to declare the existence and nature of any party whipping arrangements. The agenda also noted that officers considered certain items to contain exempt information, and the committee was recommended to agree to resolutions excluding the public from the meeting during the consideration of these items, as the public interest in maintaining the exemption was deemed to outweigh the public interest in disclosure.
The Licensing and Appeals Sub-Committee Hearing Panel is responsible for fulfilling the functions of the Licensing Authority in relation to the licensing of taxi drivers, street traders, and sexual entertainment venues. Decisions made by the panel are under delegated authority and do not require referral to the full Council for approval. The committee's procedures are governed by an agreed process, and meetings are chaired by Councillor Julie Connolly, who is responsible for ensuring the proper conduct of business. Agendas are published on the Council's website, with additional copies available at the meeting. The Council aims to conduct its meetings as openly as possible, with confidential business kept to a minimum.
