The Overview and Scrutiny Committee met on Tuesday 21 July 2026 to review the council's provisional financial outturn for the 2025/26 financial year and to discuss performance data. The committee also considered updates to its work programme, including a scrutiny review on communications with residents regarding adult social care and the next steps for a review into walking and cycling safety.
2025/26 Provisional Financial Outturn Report
The committee was scheduled to scrutinise the provisional financial outturn for the 2025/26 financial year. This report, which had previously been submitted to the Cabinet on 14th July 2026, detailed the provisional outturn for the General Fund (GF), Housing Revenue Account (HRA), Dedicated Schools Grant (DSG), and the Capital Programme. It compared these figures to the original budget agreed by the Council in March 2025. The report provided explanations for significant under or overspends and included proposed transfers to and from reserves, as well as revenue and capital carry forward requests. The committee was asked to consider the contents of this report and submit any recommendations arising from its scrutiny to the Cabinet.
Performance Data Update
A verbal update was scheduled to be provided on developments relating to performance indicators, the new Corporate Delivery Plan (CDP), and the Local Outcomes Framework (LOF).
Work Programme Update
The committee was scheduled to note the current 2026/27 work programme and propose any necessary amendments. A key item for consideration and approval was a Scrutiny Review on Communications with Residents, specifically focusing on Adult Social Care.
Interim Report Scrutiny Review - Walking and Cycling Safety Review
The committee was scheduled to consider and determine the next steps for the partially completed Scrutiny Review on Walking and Cycling Safety. This review had been initiated due to an increase in member enquiries regarding dangerous powered two-wheelers and the negative impact of abandoned dockless bikes on accessibility for vulnerable road users. The review aimed to explore what further measures could be implemented to ensure the safety of those walking and cycling in the borough, in line with the objectives of the council's Walking and Cycling Action Plan. The report detailed recommended actions and next steps for the review, covering areas such as safety and education, enforcement, public consultation and engagement, infrastructure, and collision data.

The committee's agenda also included items such as a committee membership update report, and the admission of any late items of urgent business. The dates of future meetings were also noted.
