The Licensing Sub-Committee B is scheduled to consider two applications related to premises licences. The first concerns an application for a new, time-limited premises licence for AFC Lewisham, and the second is an application to vary the existing premises licence for Pizza Hut.
AFC Lewisham, Gresham Sports Ground, Eltham Road, London SE12 8ES
The Sub-Committee is scheduled to consider an application for a new, time-limited Premises Licence for AFC Lewisham, located at Gresham Sports Ground, Eltham Road, London SE12 8ES. The application seeks to permit licensable activities from 11 June to 31 July 2026, broadly aligning with the FIFA World Cup tournament.
The proposed hours for licensable activities include:
- Films, Live Music, Recorded Music, Performance of Dance, and Anything of a Similar Description (indoors only): Monday to Sunday, 10:00 to 23:30.
- Late Night Refreshment (indoors only): Monday to Sunday, 23:00 to 23:30.
- Supply of Alcohol (for consumption on the premises): Monday to Sunday, 10:00 to 23:30.
Additionally, non-standard timings are requested for Recorded Music, Late Night Refreshment, and the Sale of Alcohol. These extensions would apply on days when a televised match involves a Home Nation (England, Scotland, Wales, Northern Ireland) or an African continent member nation, or is a Quarter-final, Semi-final, Third-place play-off, or the Final, provided the kick-off is no later than 23:00. The terminal hour for these activities would be extended to 15 minutes after the conclusion of the match, including any extra time and penalty shootouts.
The applicant has agreed to a number of conditions to promote the licensing objectives, including the implementation of a FIFA World Cup & Tournament Events Management Plan
1, staff training, CCTV systems, an incident log, risk assessments for SIA-registered door supervisors, first aid provision, and measures to control noise and manage dispersal. Specific conditions address the use of polycarbonate vessels, regulated entertainment cut-off times, post-match transition periods, acoustic integrity, noise mitigation, entrance management, emergency exit control, external areas, signage, dispersal monitoring, and an Adults Only
policy after 21:00 for televised matches.
The application has received 28 representations broadly opposed to the application, citing concerns about noise pollution, anti-social behaviour, traffic congestion, parking issues, and the potential for increased crime and disorder. These objectors highlight existing or historic issues with noise escape, particularly low-frequency bass, and disruption during patron dispersal late at night. Conversely, 10 representations support the application, attesting to the club's professionalism and proactive steps taken to minimise disruption, such as soundproofing and dispersal policies. Supporters believe that screening matches in a controlled environment is safer and more orderly than unregulated gatherings.
The report also details the premises' history, including previous licence variations and complaints received, as well as inspections carried out by the Licensing Team. It notes that complaints have dropped off markedly since the installation of acoustic glass in August 2025, though this may be due to a combination of factors. The report also outlines the relevant provisions of the Royal Borough of Greenwich Licensing Policy and Government Guidance under Section 182 of the Licensing Act 2003.
Pizza Hut, 39-41 The Village, London SE7 8UG
The Sub-Committee is also scheduled to consider an application to vary the premises licence for Pizza Hut, located at 39-41 The Village, London SE7 8UG. The application, submitted by Arif Jivraj on behalf of JJ & Team Ltd, seeks to extend the terminal hours for the provision of late-night refreshment by means of takeaway (delivery only).
The proposed variation would extend the hours from the current 00:30 to 01:00 on Sundays to Thursdays, and from 00:30 to 02:00 on Fridays and Saturdays. The premises is currently open to the public from 11:00 to 00:00 (midnight) daily and is permitted to provide late-night refreshment until 00:30 each day.
The applicant has agreed to conditions proposed by the Metropolitan Police Licensing Team, which include requirements for continuous CCTV recording, storage of recordings for a minimum of 31 days, coverage of all entry and exit points for facial identification, and the presence of a staff member conversant with the CCTV system at all times the premises is open to the public. These conditions are intended to address concerns related to the prevention of crime and disorder, public safety, and the prevention of public nuisance.
Representations have been received from Councillor Jo van den Broek and a local resident, Stephanie Godbold, both raising objections based on the prevention of public nuisance. Concerns include noise and disturbance from delivery bikes late at night, parking issues, and the potential for increased disruption due to the extended hours. The applicant has responded to these concerns, stating that delivery drivers only arrive when orders are ready, there is no customer footfall for eating on the premises, and a team member monitors driver activity during late hours. However, these responses were rejected by the objectors.
The report also details the premises' current licence, its location within Charlton Village, and other licensed premises in the vicinity. Relevant provisions of the Royal Borough of Greenwich Licensing Policy and Government Guidance under Section 182 of the Licensing Act 2003 are also outlined.
