The Licensing Sub-Committee D met on Wednesday 26 August 2026 to consider an application for a new premises licence for Fields Cafe in Ladywell Fields. The committee granted the licence, subject to agreed conditions, after hearing from the applicant and considering representations.

Fields Cafe Premises Licence Granted

The Licensing Sub-Committee D granted a new premises licence to Fields Cafe, located in Ladywell Fields, Ladywell Road, SE13 7XA. The licence permits the supply of alcohol for consumption on and off the premises between 12:00 and 18:00 from Monday to Friday, and between 12:00 and 20:00 on Saturdays and Sundays. The cafe's opening hours will also align with these times.

The decision was made after considering an application from Park Café SE13 Ltd. One representation was received from a member of the public, raising concerns about the potential for public nuisance and the protection of children from harm. However, following modifications to the conditions offered by the applicant, the representation from the licensing authority was withdrawn.

Joel Falconer, representing Park Café SE13 Ltd, addressed the sub-committee, emphasising that Fields Cafe is primarily a food-led establishment, with alcohol sales being ancillary to its main offering. He highlighted the applicant's experience operating other licensed premises in Ladywell and their successful operation under Temporary Event Notices (TENs) over the summer, which he argued had not led to any issues with anti-social behaviour. Mr Falconer also stressed the importance of maintaining a welcoming environment for families and children, stating that the cafe's success is intrinsically linked to attracting families.

The sub-committee noted that the applicant had operated under TENs without complaints, which helped demonstrate their ability to operate responsibly. They also took into account that no responsible authorities had raised objections to the application. The granted licence is subject to conditions agreed with the Licensing Authority, detailed on page 36 of the Agenda Reports Pack¹. These conditions include the operation of a Challenge 25 proof of age scheme, the keeping of a record of refused alcohol sales, measures to prevent litter accumulation outside the premises, and ensuring patrons drinking and smoking outside do so in an orderly manner.

There is a right of appeal against this decision to the Magistrates' Court within 21 days of notification.
