The Local Pension Board of Enfield Council met on Monday 29 June 2026 to review the Enfield Pension Fund's administration and investment performance for the 2025-26 financial year. Discussions were scheduled to cover the fund's administration report, investment performance, pooling updates with London CIV, and the LAPFF quarterly engagement report.
Enfield Pension Fund Administration Report
The meeting was scheduled to consider the Enfield Pension Fund Administration Report, which provides an update on current pension issues, developments, and performance within the Local Government Pension Scheme (LGPS). Key legislative and policy developments were to be discussed, including the eligibility of elected members for LGPS membership from May 2026, and the implications of the Pension Schemes Act 2026 and the Finance Act 2026. The report was also set to detail scheme administration and operational updates, such as the SCAPE discount rate change and its impact on actuarial factors, as well as governance, advisory, and industry developments, including updates from the Scheme Advisory Board (SAB) and the Local Government Association (LGA) Communications Working Group. The report was also to cover progress on Pensions Dashboards and wider pensions landscape developments, including the Pension Commission's interim report and the PASA Annual Conference. Finally, an update on the Enfield Pension Administration Team's activities, including workflow improvements, operational activity, governance enhancements, and project lists, was scheduled to be presented.
Investment Performance 2025-26
A report on the investment performance of the Enfield Pension Fund for the year ending 31 March 2026 was scheduled for review. This report was to detail the fund's overall value, which stood at £1,707.7m as of 31 March 2026, representing a 6.4% increase for the year. The report was to include an analysis of economic and market performance, with a particular focus on the volatility observed in stock markets and the bond market. It was also to provide a breakdown of performance by asset class, including equities, bonds/fixed income, inflation protection illiquids, private equity, infrastructure, and property, with specific commentary on individual manager performance and any significant deviations from benchmarks. Strategic asset allocation and the fund's cash position were also to be reviewed.
Fit for the Future – Pooling Update and Implications for the London Borough of Enfield Pension Fund
The meeting was scheduled to receive an update on the government's Fit for the Future
reforms for the LGPS, focusing on their implications for the Enfield Pension Fund and its pooling arrangements with London CIV. This report was to outline the key implementation issues, the proposed timeline, and matters requiring decisions and updates for the Pension Policy and Investment Committee (PPIC) and the Pension Board during 2026-27. The report was to cover London CIV's approach to pooling, its role in investment strategy implementation, responsible investment, and the development of new investment funds. It was also to detail the decision-making framework between partner funds and London CIV, and provide an update on local investment initiatives.
LAPFF Quarterly Engagement Update – Q4
The Local Pension Board was scheduled to review the Local Authority Pension Fund Forum (LAPFF) Quarterly Engagement Update for the quarter ending March 2026. This report was to provide details on LAPFF's engagement with various companies on a range of Environmental, Social, and Governance (ESG) issues. Key topics for discussion were to include climate change adaptation, with a focus on food/protein/agricultural supply chains and company preparedness for physical climate risks; aviation and climate transition, including engagement with airlines on decarbonisation pathways and sustainable aviation fuel; water utilities, covering pollution, PFAS, and regulatory reform; zero-hours contracts and the Employment Rights Act (ERA); conflict-affected and high-risk areas (CAHRAs); and electric vehicles and supply chains, focusing on human rights risks and due diligence in critical mineral sourcing. The report was also to include a progress report on company engagements and engagement data related to Sustainable Development Goals (SDGs).
Minutes of PPIC
The draft minutes of the Pension Policy and Investment Committee (PPIC) meeting held on 25 March 2026 were also scheduled to be noted. These minutes would provide a record of discussions and decisions made by the PPIC on matters relating to the pension fund's investments and policies.
