The Non-Strategic Planning Committee of West Northamptonshire Council met on Thursday 3 September 2026. The committee approved one planning application, approved another with delegated authority, and refused one.

Land off Beech Lane, Kislingbury (WNS/2022/0673/MAF)

The committee approved permission for the construction of 58 dwellings off Beech Lane, Kislingbury, in accordance with the Case Officer's recommendation, subject to various requirements to be set out in the minutes. The refusal was based on several grounds, including heritage concerns regarding the impact on the Kislingbury Conservation Area, poor design and layout that failed to respond to the site's edge-of-settlement location, and an unjustified encroachment into open countryside. Significant concerns were also raised regarding ecological impacts, specifically the lack of adequate information to rule out adverse effects on the Upper Nene Valley Gravel Pits Special Protection Area. Furthermore, the proposed development was deemed unacceptable due to unacceptable noise levels from nearby agricultural operations, and a failure to demonstrate adequate promotion of health and wellbeing for future occupiers.

Land South of Forceleap Cottages, Road to Hinton Airfield, Newbottle (2026/1767/MAF)

Permission was granted for the retrospective change of use of agricultural land to a dog exercise field, including the retention of a hard surface parking area and roadway. The committee approved the application in accordance with the Case Officer's recommendation, subject to various requirements to be set out in the minutes. The proposal was considered acceptable in principle as a farm diversification, with no objections raised by Highways or Environmental Health. Concerns raised by one objector regarding access safety, noise, and the need for the field were addressed, with the committee finding the proposal to be in keeping with the rural character of the site.

Tudor Court, Wootton Hope Drive, Northampton (2026/2081/FULL)

The committee refused permission for the construction of a new two-storey office building at Tudor Court, Wootton Hope Drive, Northampton, contrary to the Case Officer's recommendation. The refusal was primarily due to the loss of existing parking spaces and the resulting unacceptable impacts on parking and highway safety, failing to comply with Policy M04 of the Northampton Local Plan (Part 2). Additionally, the proposal was deemed to have adverse highway safety impacts that would harm the commercial viability of existing local businesses, contrary to Policy TR4.1(e) of the National Planning Policy Framework. Despite the Case Officer's recommendation to grant permission, the committee voted to refuse the application.
