The Licensing Panel B of Camden Council convened on Thursday 3 September 2026 to consider applications for new premises licences. The panel was scheduled to discuss applications for Dubai Bites at 77 Tottenham Court Road and Fresh Food & Wine at 232 Camden High Street.

Dubai Bites, 77 Tottenham Court Road, London, W1T 2HQ

The panel was scheduled to consider an application for a new premises licence for Dubai Bites, located at 77 Tottenham Court Road, London, W1T 2HQ. The application sought permission for live music, recorded music, and performance of dance from Monday to Sunday, 23:00 to 01:30, and late-night refreshments during the same hours. The proposed opening hours were Monday to Saturday from 08:30 to 01:30, and Sunday from 09:30 to 01:30.

Representations opposing the application were received from the Police Responsible Authority, the Licensing Authority Responsible Authority, Environmental Health Responsible Authority, a local resident, and a residents' association. The Metropolitan Police Service raised concerns about high rates of crime and disorder in the area, stating that the application did not adequately address the licensing objectives. They highlighted that the area around Tottenham Court Road experiences significant crime, including thefts, assaults, and public order offences, particularly between Thursday and Saturday evenings. The Licensing Authority also submitted a representation, arguing that the proposed hours were outside the framework hours and that the applicant's proposed conditions were insufficient to promote the licensing objectives, specifically the prevention of public nuisance. The Noise Pollution Environmental Health Authority recommended a reduction in hours and proposed additional noise conditions. The Charlotte Street Association also objected, citing concerns about public nuisance due to the late hours and the potential impact on residential amenity. Michael Romberg, a local resident, objected on the grounds of public nuisance, stating that a late licence would exacerbate existing problems with noise and disturbance from the use of Whitfield Gardens.

The applicant's operating schedule included conditions such as controlled access by security and limiting numbers to less than 80 after hours, using late-night security to prevent rowdy behaviour, ensuring noise was kept to a minimum, and prohibiting individuals under 18 from entering after 11 pm.

Fresh Food & Wine, 232 Camden High Street, London, NW1 8QS

The panel was also scheduled to consider an application for a new premises licence for Fresh Food & Wine, located at 232 Camden High Street, London, NW1 8QS. This application sought permission for the sale of alcohol for consumption off the premises from Monday to Sunday, 08:00 to 00:00. The proposed opening hours for the premises were Monday to Sunday, 00:00 to 23:59.

Six representations opposing this application were received from a Ward Councillor, the Metropolitan Police, the Licensing Authority and Trading Standards, a Residents' Association, and one resident. Councillor Patricia Callaghan, Deputy Leader and Labour Councillor for Camden Town, objected on the grounds of the prevention of public nuisance, stating that the proposed hours would add to existing disruptive behaviour from street drinking. The Metropolitan Police Service objected in its entirety, arguing that the application would add to crime and disorder and public nuisance, citing the cumulative impact of licensed venues in Camden Town, the presence of wet hostels and drug support centres, and the recent introduction of a Public Spaces Protection Order (PSPO) to clamp down on street drinking. The Licensing Authority recommended refusal, stating that the proposed hours were outside the framework hours and that the applicant had not demonstrated that extended hours would not have an adverse impact on the licensing objectives. Trading Standards recommended refusal until the premises could be physically assessed, as it was not yet constructed. The resident group TRACT objected on the grounds of crime and disorder and public nuisance, highlighting problems with street drinking and the early start time for alcohol sales.

The applicant's operating schedule included conditions related to CCTV, staff training, the Challenge 25 proof of age scheme, and restrictions on the sale of strong beers and single cans. It also stipulated that a minimum of two members of staff would be present during alcohol sales, with at least one holding a personal licence.

The panel was also scheduled to discuss guidance on remote meetings held under the Licensing Act 2003 and associated regulations, and to approve the minutes of the previous meeting held on 16 July 2026.
