The Licensing Sub Committee D met on 23 July 2026 to consider a review of the premises licence for House of Flavours. The committee decided to impose additional conditions on the licence rather than revoke it.

Review of Premises Licence for House of Flavours

The committee considered an application to review the premises licence for House of Flavours, located at Unit A, 31 Perry Vale, London, SE23 2AR. The review was initiated by the Licensing Authority due to concerns that the premises' operation had undermined the licensing objectives of preventing crime and disorder, public safety, and preventing public nuisance.

Numerous complaints had been received from local residents, primarily concerning noise disturbance, anti-social behaviour, and disorder associated with the premises. Specific incidents cited included a serious disorder incident outside the premises on 21 May 2026, which required a significant emergency service response, and complaints of excessive noise from music on 24 May 2026.

Representations were received from the Metropolitan Police Service and 28 members of the public in support of the review, while 21 representations were received objecting to the review.

During the hearing, Angela Mullin-Murrell, a Safer Communities Officer for the Licensing Team, presented the case for the review, outlining the grounds and the evidence gathered. She stated that the Licensing Authority was not seeking revocation or a reduction in licence hours but proposed additional conditions to strengthen arrangements relating to security, noise management, event management, CCTV operation, and customer dispersal.

Representatives from the CityWalk Apartments Residents Association spoke in support of the review, detailing issues such as noise, anti-social behaviour, illegal parking, and waste management. They highlighted the significant negative impact on residents' quality of life and mental health.

Ms. Koleishai Reid, the premises licence holder, and her manager, Ebony, presented their case against the review. They apologised for the incidents in May and outlined measures they had implemented, including strengthened procedures, no longer accepting large bookings for certain promotions, an incident book, CCTV, conflict management training, and security on event nights. They also addressed concerns about parking and noise, stating that council officers had not witnessed a statutory nuisance during their visits.

The committee heard from two representatives opposing the review, who spoke in support of House of Flavours, highlighting its positive contribution to the community and the lack of clear evidence linking all issues directly to the premises.

After considering all the evidence, the subcommittee decided to impose the conditions suggested by the police, along with three additional conditions: the production of a written event management plan, refusal of re-entry for individuals believed to have consumed or possessed drugs, and a formal written dispersal policy. A decision notice detailing the reasons for this decision was to be sent out within five working days.

The meeting also included procedural items such as the election of Councillor Leni Candan as Chair, the confirmation of the 7:00 pm start time for meetings, and the approval of the minutes from the previous meeting held on 21 April 2026. No declarations of interest were made.
