The Licensing Sub-Committee of Haringey Council met on Monday 7 September 2026 to consider applications for a review of a premises licence and the grant of a new premises licence. The meeting's agenda included discussions on a review of the licence for Dulce Pecado and an application for a new licence for Milcana Café Annexe.

Review of Premises Licence - Dulce Pecado

A review of the premises licence for Dulce Pecado, located at 263 High Road, London N15 4RR, was scheduled for discussion. The review application was submitted by a local resident, Izabela Slowikowska, citing repeated public nuisance. Allegations included excessive amplified music, late-night noise, anti-social behaviour by patrons, alleged operation beyond licensed hours, and concerns regarding public safety during an outdoor event. Representations supporting the review were received from the Council's Noise and Nuisance Team and the Metropolitan Police Service, as well as from local residents. The report pack outlined the potential actions the Licensing Sub-Committee could take, including modifying licence conditions, excluding licensable activities, removing the Designated Premises Supervisor, suspending the licence, or revoking it entirely.

The report pack detailed the grounds for the review, which primarily related to the prevention of public nuisance and the prevention of crime and disorder. Specific concerns raised by the applicant included:

• Excessive noise from amplified music and bass vibrations.
• Noise and disturbance from customers entering, leaving and congregating outside the premises.
• Alleged operation beyond authorised licensed hours.
• Reports of arguments and fights occurring outside the venue.
• Concerns arising from an outdoor street event on 27 and 28 June 2026, which allegedly obstructed the public highway and caused significant noise nuisance.

The current premises licence for Dulce Pecado authorises regulated entertainment and the supply of alcohol from 20:00 to 03:00, with opening hours until 04:00. The Noise and Nuisance Team also submitted a representation requesting a reduction in these hours, proposing regulated entertainment and alcohol sales to cease by midnight, and the premises to close at midnight.

Representations from residents detailed ongoing issues, including loud music, customers congregating outside, arguments, fights, and concerns about public safety during an outdoor event. One resident stated, The disturbance has resulted in repeated sleep disruption on working days, difficulty concentrating, and inability to properly rest in my home during late-night hours.

The premises licence holder, Dulce Pecado UK Ltd, submitted a representation expressing regret for the incidents on 27 and 28 June 2026, attributing them to the inexperience of a newly appointed management team. They stated that the premises had operated responsibly for over 15 years and that corrective measures had been implemented, including no external stalls or trading, no external DJs or music, and enhanced dispersal procedures. They argued that punitive action would be disproportionate.

Application for a New Premises Licence - Milcana Café Annexe

An application for a new premises licence for Milcana Café Annexe, located at 50 Park Lane, Tottenham, London N17 0JS, was also scheduled for consideration. The applicant, Jirom Menghis Woldemichael, sought authorisation for the sale of alcohol for consumption on the premises only, from 10:30 to 23:00 hours daily, with opening hours matching these times. This annexe is adjacent to the applicant's existing licensed premises at 52 Park Lane.

The operating schedule proposed by the applicant included measures for the prevention of crime and disorder, public safety, prevention of public nuisance, and protection of children from harm. These included CCTV installation, an incident and refusals register, staff training, a Challenge 25 age-verification policy, fire safety equipment, and a Respect Our Neighbours policy.

However, representations were received from local residents and the Metropolitan Police. Residents raised concerns about the existing licensed premises at 52 Park Lane, citing customer noise, late-night disturbance, and patrons congregating outside. They feared that granting a further licence would intensify these issues. One resident stated, I am writing to object to the application for a premises licence at Milcana Cafe Annexe, 50 Park Lane, Tottenham N17 0JS. As a neighbouring resident, I have serious concerns about the impact this application would have on the local community. Concerns were also raised about a previous stabbing incident at the premises and suspected gambling activities.

The Metropolitan Police did not agree with the requested timings for the sale of alcohol, suggesting that licensable activities should finish 30 minutes earlier, at 22:30 hours, to allow patrons time to wind down. They also proposed additional conditions related to CCTV, incident logs, drug policies, and staff training.

The Council's Planning Service advised that a coffee shop serving alcohol would generally fall within Use Class E, provided the alcohol sales remain ancillary to the café use. They highlighted the importance of the premises continuing to operate primarily as a café/retail unit and not as a social club or drinking establishment.
