The Licensing Sub-Committee of Haringey Council met on Monday, 7 September 2026, to consider two applications. The committee decided to modify the conditions of the licence for Dulce Pecado, including its operating hours, following a review of the premises. Additionally, the committee granted a new premises licence for Milcana Café Annexe, subject to modifications.

Review of Premises Licence for Dulce Pecado

The Licensing Sub-Committee (LSC) reviewed the premises licence for Dulce Pecado, located at 263 High Road, London N15 4RR. The review was initiated by a local resident, Izabela Slowikowska, due to concerns about public nuisance and crime and disorder.

Representations were heard from the applicant, local residents, and the Noise, Nuisance & Licensing Enforcement team, all of whom supported the review. The licence holder's representatives acknowledged some issues but argued that they were isolated incidents and that corrective measures had been implemented.

The LSC found that the operation of the premises was undermining the licensing objective of preventing public nuisance, citing significant noise disturbances affecting local residents. While acknowledging the licence holder's attempts to address concerns, the committee determined that further action was necessary.

The LSC decided to modify the conditions of the licence, including reducing the operating hours. The new hours are:

• Sunday to Thursday: Alcohol to be served until 12:00 am, with the premises to close by 1:00 am.
• Friday and Saturday: Alcohol to be served until 1:00 am, with the premises to close by 2:00 am.

Additional conditions were also imposed, including the submission of a Noise Management Plan and the requirement for a minimum of two additional SIA licensed door supervisors on event days.

Grant of New Premises Licence for Milcana Café Annexe

The LSC also considered an application for a new premises licence for Milcana Café Annexe, located at 50 Park Lane, Tottenham, London N17 0JS. The application sought authorisation for the sale of alcohol for consumption on the premises.

The LSC received representations from local residents and the Metropolitan Police. Residents raised concerns about potential increases in noise, disorder, and anti-social behaviour, citing issues at the existing premises at 52 Park Lane and a previous stabbing incident at the annexe. The Metropolitan Police recommended a modification to the proposed operating hours for alcohol sales.

Having considered the application and representations, the LSC decided to grant the licence subject to modifications. The modified operating schedule includes:

• Sale of Alcohol: Monday to Sunday, 10:30 am to 10:30 pm.
• Opening Hours: Monday to Sunday, 10:30 am to 11:00 pm.

The LSC was satisfied that these modified hours, along with the conditions proposed by the Police and agreed by the applicant, would promote the licensing objectives.
