Delivering for Enfield - Council Plan 2026-30

The committee was set to receive a report on the draft Council Plan 2026-30, titled 'Delivering for Enfield'. This plan sets out the Council's strategic direction and priorities for the next four years, building on the previous plan, 'Investing in Enfield' (2023-26). The new plan is structured around seven overarching priority outcomes: A Cleaner Enfield, A Greener Enfield, A Safer Enfield, A Thriving Enfield, A Stronger Enfield, An Affordable Enfield, and A Connected Enfield. For each priority, strategic actions have been identified to guide the Council's work and inform staff, residents, stakeholders, and partners. The report detailed the process for developing the new plan, which included reviewing the administration's manifesto, analysing local data, and benchmarking with other local authorities. The plan also outlines a performance management framework with new scorecards to track progress, which will be reported quarterly to senior leadership and Cabinet.

Enfield Growth Plan and Economic Development

A report was scheduled to be presented on the development of the Enfield Economic Growth Plan, which aims to provide a strategic framework for economic development in the borough until 2040. This plan aligns with the Council's corporate priorities and wider objectives to address inequality and deprivation. The vision for the plan is for Enfield to become London's leading industrial and entrepreneurial borough by harnessing its strategic location, industrial heritage, green assets, and dynamic communities. The plan is structured around three strategic priorities: A Productive and Resilient Economy, A Distinct and Thriving Place, and A Skilled and Work-ready Population. Four priority growth sectors have been identified: Future-Facing Manufacturing; Construction and Net Zero; Logistics and Wholesale; and Creative Industries. The plan also emphasises the link between housing delivery and economic growth, and proposes an action plan for business growth, skills, employment, investment, town centres, connectivity, and partnership working. The development of the plan has involved extensive engagement with stakeholders from the public, private, voluntary, and community sectors. Progress will be monitored through a performance framework aligned with the Local Government Outcomes Framework, with indicators relating to productivity, business growth, connectivity, employment, and skills, as well as measures to track the reduction of inequalities.
