The Overview & Scrutiny Committee of Enfield Council met on Monday 7 September 2026 to discuss the council's draft work programmes for the upcoming year, the proposed Council Plan for 2026-2030, and the Enfield Growth Plan and Economic Development strategy. Scrutiny Annual Work Programmes 2026-27

The committee was scheduled to review the draft Work Programmes for the Overview & Scrutiny Committee and its four Scrutiny Panels for the 2026/27 municipal year. These programmes outline the topics that each panel intends to scrutinise. The report pack indicated that the Overview & Scrutiny Committee (OSC) would consider its own work programme, alongside those of the Culture and Environment, Healthy and Safe Communities, Thriving Children and Young People, and Housing and Regeneration Scrutiny Panels. The report recommended that the Overview & Scrutiny Committee agree these draft programmes for referral to the full Council for formal approval. It was also proposed to approve the scheduling of additional meetings for the Healthy & Safe Communities and Thriving Children & Young People Scrutiny Panels if necessary, to accommodate the volume of work identified for these panels.

Delivering for Enfield - Council Plan 2026-30

A significant portion of the meeting was dedicated to the proposed Council Plan for 2026-30, titled Delivering for Enfield. This plan sets out the council's strategic direction and priorities for the next four years, organised around seven overarching outcomes: A Cleaner Enfield, A Greener Enfield, A Safer Enfield, A Thriving Enfield, A Stronger Enfield, An Affordable Enfield, and A Connected Enfield. For each priority outcome, the plan details strategic actions to be undertaken. The report pack indicated that the plan had been informed by the administration's manifesto, analysis of local data, and benchmarking with other local authorities. The previous Council Plan, Investing in Enfield, which expired in 2026, had five priorities: Clean and green places; Strong, healthy and safe communities; Thriving children and young people; More and better homes; and An economy that works for everyone. The new plan aims to embed the Council Plan across the workforce and will be communicated to residents biennially.

Enfield Growth Plan and Economic Development

The committee was also scheduled to receive an update on the development of the emerging Enfield Economic Growth Plan (EGP), which aims to provide a strategic framework for economic development in the borough until 2040. The plan's vision is for Enfield to become London's leading industrial and entrepreneurial borough, harnessing its strategic location, industrial capacity, green assets, and communities to drive growth and prosperity. The EGP is structured around three strategic priorities: A Productive and Resilient Economy, A Distinct and Thriving Place, and A Skilled and Work-ready Population. It identifies four priority growth sectors: Future-Facing Manufacturing; Construction and Net Zero; Logistics and Wholesale; and Creative Industries. The plan emphasises the importance of partnership working with businesses, education providers, public sector partners, and community organisations to achieve its objectives, and it aligns with the Council Plan's goals of promoting inclusive economic growth and reducing inequalities.

Minutes of Previous Meeting

The committee was scheduled to agree the minutes of the Overview & Scrutiny Committee meeting held on 10 March 2026. The report pack included the minutes from that previous meeting, which covered discussions on IT with a focus on customer services, and noted the completion of the 2025/26 work programme.

Dates of Future Meetings

Finally, the committee was to note the dates of future meetings, including scheduled OSC Business Meetings and provisional call-in dates for the remainder of 2026 and into 2027.
