The Pensions Committee of Islington Council met on Tuesday 15 September 2026 to discuss the performance of the Pension Fund, review investment strategies, and consider the council's business plan. The meeting agenda also included updates on the London Collective Investment Vehicle (LCIV) and considerations for achieving Net Zero emissions within the fund's investments.
Pension Fund Performance and Investment Strategy
The committee was scheduled to review the Pension Fund's performance for the period of April to June 2026. Discussions were also planned regarding the draft Investment Strategy Statement, incorporating new regulatory templates. A key item was the outcome of the consultation on the Investment Strategy Statement concerning responsible investment. This included a review of the fund's approach to responsible investment, particularly in relation to human rights, divestment from companies operating in the Occupied Palestinian Territories, and the specific case of Palantir Technologies. The committee was also set to consider the Net Zero considerations on Investments, including a presentation from Mercer and an analysis of the fund's portfolio decarbonisation progress.
Business Plan and Annual Report
The committee was scheduled to review the objectives of the Four Year Business Plan, considering any necessary amendments in light of recent reforms and statutory guidance. Additionally, a draft summary of the Annual Report for 2025/26 was to be presented for noting, covering the fund's activities, governance, and performance.
London CIV Update and Forward Work Programme
An update on the London Collective Investment Vehicle (LCIV) was on the agenda, which is a key initiative for pooling LGPS assets. The committee was also to review the Pension Fund's forward work programme, outlining planned agenda items and business for future meetings. This included a discussion on the Investment Management Agreement transition to LCIV and the training strategy for Pensions Committee and Pension Board members, in line with new governance regulations.
Other Matters
The meeting also included formal matters such as apologies for absence, declaration of substitutes and interests, and the minutes of the previous meeting. The agenda also indicated a potential exclusion of the press and public for certain confidential or exempt items.
