Declarations of Interest

The panel was scheduled to consider a report detailing offices held by Assembly Members, which were to be noted as disclosable pecuniary interests. The GLA's Code of Conduct, which reflects the Localism Act 2011, requires members to declare such interests and to withdraw from discussions or votes where they have a direct interest, unless a dispensation has been granted. Failure to comply with these requirements can have legal consequences. Members were advised to consider whether their interests could prejudice their judgement of the public interest.

The panel was scheduled to note its membership, which had been agreed by the London Assembly on 11 May 2026. The members listed were Hina Bokhari OBE AM, Baron Duvall of Woolwich, in the Royal Borough of Greenwich AM, Susan Hall AM, Caroline Russell AM, and Alex Wilson AM.

Terms of Reference

The panel was also scheduled to note its terms of reference, as agreed by the London Assembly on 11 May 2026. These terms outline the panel's role in conducting, in conjunction with the Mayor, the performance review process for the Authority's Head of Paid Service, who is to be renamed Chief Officer. The panel is responsible for reporting relevant matters requiring formal decision or consideration to the GLA Oversight Committee.

Performance Review - Chief Officer

A significant item on the agenda was the performance review of the Chief Officer. The report pack indicated that this item would involve the exclusion of press and public. This was due to the likely disclosure of exempt information, as defined in Paragraph 1 to Schedule 12A of the Local Government Act 1972, which relates to information about an individual. The panel was to consider whether the public interest in maintaining the exemption outweighed the public interest in disclosing the information. The minutes from a previous meeting on 4 March 2026 show that during such a review, the Chief Officer discussed her performance and agreed to take on board points raised, with feedback to be provided to panel members and the Mayor's Chief of Staff. The panel had also welcomed the Chief Officer's work and agreed that objectives for the following year would be updated and circulated.
