The Chief Officer Performance Review Panel is scheduled to convene on Wednesday 16 September 2026. The meeting's agenda includes the election of a Chair, the review of declarations of interest, and the performance review of the Chief Officer.
Performance Review - Chief Officer
The primary focus of the meeting is scheduled to be the performance review of the Authority's Chief Officer. This review is conducted in conjunction with the Mayor and is a key part of the process for assessing the performance of the Authority's Head of Paid Service, who is to be renamed Chief Officer. The Panel will report relevant matters requiring formal decision or consideration to the GLA Oversight Committee.
Declarations of Interest
A report from the Executive Director of the Assembly Secretariat is scheduled to be presented, detailing offices held by Assembly Members that are to be noted as disclosable pecuniary interests. The report also outlines the process for members to declare any disclosable pecuniary interests in specific agenda items, as well as any other relevant interests, including gifts and hospitality received. The report references the GLA's Code of Conduct, which requires members to disclose such interests and to withdraw from discussions or votes where they have a direct interest.
The report includes a table listing Assembly Members and their declared interests. For example, Hina Bokhari OBE AM is noted as a Member of the London Borough of Merton, and Baron Duvall of Woolwich, in the Royal Borough of Greenwich AM, is listed as a Member of the House of Lords. The report also clarifies the implications of the Localism Act 2011 regarding disclosable pecuniary interests and the Nolan Principles, which guide standards of conduct in public life.
Membership and Terms of Reference
The Panel is scheduled to note its membership, as agreed by the London Assembly on 11 May 2026. The members are Hina Bokhari OBE AM, Baron Duvall of Woolwich, in the Royal Borough of Greenwich AM, Susan Hall AM, Caroline Russell AM, and Alex Wilson AM. The meeting will also address the Panel's terms of reference, also agreed by the London Assembly on 11 May 2026. These terms define the Panel's role in conducting the performance review process for the Chief Officer.
Minutes and Next Meeting
The Panel is scheduled to confirm the minutes of the previous meeting of the Chief Officer Review Panel, which took place on 4 March 2026. The agenda also includes a note regarding the date of the next meeting, scheduled for 10 March 2027.
Exclusion of Press and Public
A recommendation is listed to exclude the press and public from the meeting for the consideration of Item 8, the Performance Review - Chief Officer. This is on the grounds that it would likely involve the disclosure of exempt information, as defined in Schedule 12A of the Local Government Act 1972, relating to an individual. The report states that the public interest in maintaining this exemption is considered to outweigh the public interest in disclosing the information.
