Housing Matters Report – For Decision

A significant portion of the meeting is dedicated to a comprehensive Housing Matters Report, which is scheduled for decision. This report, spanning 74 pages, will provide updates on a range of key issues currently being addressed by the Housing Team. Specific matters for decision include the approval of the revised Tenancy Agreement following tenant consultation, the draft Access to Homes Policy, and the reviewed Disposal of Personal Property Policy. The report will also note updates on the Estate Review, the Golden Lane Estate Major Works Renewal Board, Lead Members/Officers Borough Twinning, Voids (Empty Homes) and New Build Lettings, Heat Metering and Billing, Lease Extension Policy updates, Guest Room Bookings and Costs, and the Greater London Authority Grant Bids for 2026-2036.

The revised Tenancy Agreement has undergone a review and tenant consultation process, with amendments made based on feedback received. The Access to Homes Policy has also been updated following resident consultation, aiming to strengthen communication, notice periods, and support for residents with additional needs. Similarly, the Disposal of Personal Property Policy has been reviewed for clarity and operational guidance, particularly concerning statutory notice requirements and support for residents with specific needs.

Housing Performance Report Summary (April 2026 – July 2026)

Members will receive a summary of housing performance for the period of April to July 2026. This report, presented for information, will focus on areas of significant resident impact, Member interest, statutory assurance, and service risk. While overall performance is noted as strong in many areas, the report highlights ongoing pressures in repairs delivery, communal repairs, void turnaround times, complaint volumes, disrepair cases, electrical compliance, and income recovery. These areas are subject to ongoing management oversight. Key data points include emergency repairs performance, non-emergency repairs completion rates, the number of repairs works in progress, average re-let times for void properties, and domestic and communal electrical compliance rates.

Tenant Satisfaction Measures – Benchmarking & Action Plan 25/26

This report, also for information, will update Members on the Tenant Satisfaction Measures (TSMs) for 2025/26. It will include an analysis of benchmarking against London peer groups, highlighting areas where the City of London performs above the median and areas requiring sustained improvement. A key focus for the 2026/27 TSM Improvement Plan is to enhance resident confidence that their feedback is heard and acted upon. The plan aims to improve communication, increase resident engagement, strengthen frontline customer service, and enhance transparency in service performance.

Quarterly Fire Safety Status Report

For information, this report will provide an update on the status and outcomes of fire safety management within the Corporation's social housing. It will cover the fire risk assessment programme, the fire strategy programme, and progress on high-priority actions. Key points include an increase in outstanding fire risk assessment actions, the procurement of a new fire safety consultancy contract to address these, and the submission of the Petticoat Tower Resident Safety Engagement Strategy to the Building Safety Regulator. The report will also detail the rollout of training for Person-Centred Fire Risk Assessments (PCFRAs) and Residential Personal Emergency Evacuation Plans (RPEEPs).

Stock Condition Survey Findings and Asset Management Strategy Review

This report, for information, will update Members on the findings of the comprehensive Stock Condition Survey, which is the most detailed assessment of the City Corporation's housing assets in over a decade. The findings are being incorporated into the review of the Housing Asset Management Strategy (AMS). The survey confirms the overall direction of the existing Housing Major Works Programme and provides new insights into component lifecycles, building performance, accessibility needs, fire safety, and decarbonisation opportunities. A separate Almshouses survey report has also been incorporated, recognising the distinct nature of these properties. The refreshed AMS is expected to be presented later in 2026.

This report provides updates on several key issues for information only. These include an update on inspection activity with the Regulator of Social Housing, recruitment for Head of Service roles and housing staff sickness data, the Housing Staff Organogram, an update on Golden Lane Estate Winter Measures Payments, a Decant Policy update, information on New Build Parking, Sheds and Garages, a Housing Risk Update, a Civica CX Programme Update, and an overview of Estate Climate Plans. The Civica CX programme update details progress on Phases 1 and 2, challenges encountered, and the planned implementation of the Asset Management Module in Phase 3. The Estate Climate Plans will outline ambitions and plans to support the Corporation's 2040 climate goals.
