The Licensing Sub-Committee (3) of Westminster Council met on Thursday 3 September 2026 to consider a variation to the premises licence for the Central Park Hotel. The meeting's agenda also included standard items such as membership changes and declarations of interest.

The primary item scheduled for discussion was a variation application for the premises licence of the Central Park Hotel. The application sought to:

• Add the rooftop terrace on level 8 to the licensed area.

• Add new conditions, including restrictions on the use of the rooftop terrace between 22:00 and 07:00, and a condition that the sale of alcohol off the premises would only take place between 08:00 and 23:00 (22:30 on Sundays).

A representation was received from the South East Bayswater Residents' Association (SEBRA), which objected to the application. SEBRA raised concerns about the potential for noise and public nuisance from the rooftop terrace, particularly overlooking residential properties. They also objected to the removal of existing conditions and the application for 'Off Sales' of alcohol, considering them unnecessary. SEBRA proposed several additional conditions, including restrictions on delivery and refuse collection times, and requirements for all users of the rooftop terrace to be seated.

The committee was advised to have regard to the City of Westminster Statement of Licensing Policy and guidance issued by the Secretary of State under Section 182 of the Licensing Act 2003. Policy HRS1, concerning core hours, and Policy HOT1, relating to hotels, were highlighted as particularly relevant. The report also noted the council's duty under the Equality Act 2010 to have due regard to the need to eliminate discrimination, advance equality of opportunity, and foster good relations between persons with protected characteristics.
