The Overview and Scrutiny Committee of Newham Council was scheduled to meet on Monday 6 July 2026 to consider a report on the borough's parking services and to review the council's progress on its Best Value Notice. Parking Review

The committee was scheduled to consider the Cabinet report on the Parking Review, including its proposed Terms of Reference and Scope. This review aims to provide a comprehensive assessment of parking across the borough, examining how current arrangements operate and identifying opportunities to ensure the service is fair, transparent, and meets the needs of residents, businesses, and visitors. The review will focus on key areas such as parking supply and demand, permit parking zones, charging structures, town centres, enforcement operations, digital services, car-free developments, and future growth. The report was expected to recommend that the committee consider the Cabinet report and agree any comments to be referred to Cabinet. The Cabinet report itself, scheduled for discussion on 21 July 2026, was expected to seek approval to progress with the Parking Review, which is intended to be a twelve-month process with an interim report presented in six months. The review is intended to ensure that parking in Newham remains fit for purpose, supports wider council priorities, and responds effectively to changing needs, reinforcing that parking operations are primarily for road safety, access, and road network efficiency.

Best Value Self-Assessment

The committee was also scheduled to consider the progress assessment from the Interim Chief Executive regarding the Best Value Notice issued by the Ministry for Housing, Communities and Local Government (MHCLG) in May 2025, and the Delivering Best Value Action Plan for 2026-2027. A supplementary report from the independent Newham Transformation and Improvement Board (NTIB) was also to be considered. This item was intended to provide an honest reflection of progress made and further improvements required in response to the notice. Discussions were expected to cover the council's performance, governance, and accountability, particularly in light of previous issues and the appointment of senior officers. The NTIB's advice on the council's self-assessment and the Best Value Notice review was also anticipated to be on the agenda.

Forward Plan of Key Decisions

The committee was also scheduled to review the Forward Plan of Key Decisions. This plan outlines upcoming significant decisions that the council intends to make. Members were expected to review this document and raise any issues requiring clarification.
